The blaster psion in the party just got a new toy. While it's not as brutally (and simply) effective as Energy Missile, it has an interesting cost/effect ratio, when the PP gets low (and this guy tends to blast, fast).

Upon manifesting this power, you choose cold, electricity, fire, or sonic. Your body’s psionically fueled bioenergetic currents produce an arc of energy of the chosen type that targets a creature you designate as the primary foe for 9d6 points of damage in every round when the power remains in effect. Energy also arcs off the primary foe to strike one additional foe that is initially within 15 feet of the primary foe, or that subsequently moves within 15 feet of the primary foe while the duration lasts. Secondary foes take half the damage that the primary foe takes in every round while the duration lasts.

Should either the primary or secondary foe fall to less than 0 hit points (or should a target completely evade the effect with a special ability or power), the energy current’s arc randomly retargets another primary and/or secondary foe while the duration lasts. Targeted foes can move normally, possibly moving out of range of the effect, but each round they are targeted and remain in range they must make a saving throw to avoid taking full damage in that round.

Energy Current states that if the secondary and/or primary target dies, the current is redirected to a random target. What makes a target valid? Is it anywhere within close range of the caster?( Even including the caster himself?). Must it be within 15ft of the last primary target?

And a more general question. If the power is empowered, does the damage remain as such every round?

The primary arc originates from you and is to a target within range, while the secondary arc originates from that target and is within 15'. In the absence of clarifying text stating otherwise for retargeting purposes, I'd maintain that and say:
Any foe within power range can be randomly selected as the new primary target;
If the primary target remains unchanged, any foe within 15' of the current target can be randomly selected as the new secondary target.
If the primary target is changed, any foe within 15' of the new target can be randomly selected as the new secondary target.

Tell your psion to start using the Psionic Shot feat with his ray powers, since it works with anything that requires a ranged attack roll.

That should boost his fuel economy by quite a bit.

Unless the power was arching to more then one secondary target then it ends.
