What monster CR 21 and under has the highest DEX ?

I don't know about highest, but the Gloura is pretty high with 21. Especially for it's HD.

The highest I can think of off the top of my head is an Elder Air Elemental at 33 dex.

THe Kelvezu demon (MM2), if I remember correctly, got a 31.

BTW, are you fixed with that CR21? 'cos the faerunian Ha-naga (CR22) has 38 Dex...

Why are you searching for such a monster?
Do you fear that a bunch of shivering touches will reduce it to a pile of immovable meat? Or is there another reason?
Also, if there's a monster with spellcasting ability, would it be allowed to let it have cat's grace cast on it? Are templates allowed? How about giving a lower-CR monster class levels?
