What if you grouped classes into 3 super groups (similar to 2e's Warrior, Rogue, Wizard, and Priest superclasses) and allowed them to make Full Attacks based upon their levels in said super groups.
For example classes would be sorted into
Warrior: Any Full-BAB class. Maybe also Monk, Dragon Totem Shaman, and Marshal.
Thief: Any non-full casting non-full BAB class.
Caster: Any full caster. Except possibly Warmage which could be a Thief.
If you have 6 levels in Warrior classes you can make a Full-Attack as a standard action instead of a full-round action. Every 2 levels in a Thief class counts as 1 level in a Warrior class for this purpose (so a 12th level Rogue could make a Full-Attack as a standard action as could a Lv 3 Warblade/Lv 6 Rogue). Meanwhile Full Caster classes would not count at all for obtaining quicker Full-Attacks.
Prestige classes would probably fall under Warrior if Full BAB and non-casting or half casting, Thief is less than Full BAB and non-casting or half casting, and Caster if they progress caster level at more than half their levels (unless designed to be accessed via ranger/paladin primarily). Exceptions would be Gish PrCs (Eldritch Knight, Abjurant Champion, etc) would be Thief classes instead of Caster (so Fighter 1/Wizard X/Eldritch Knight 10 would be able to make a Full Attack as a standard action).
So how does this sound as a house rule?
