Depending on the level of optimization you are comfortable with.

It would be able to pull out some nice tricks, but even as far as damage-dealing goes it won't be close to a decent meetamagic-focused mailman wizard or sorcerer.

That said in a low-mid op game it should work.

I would try to beef up your signiture spell with some metamagic, possibly including some metamagic reducers to get an even better result. Fell drain is always nice with mm, you can debuff multiple enemies at once.

Yes, it is workable. Magic missile isn't the best spell in the world, but it is far from the worst. Being able to change the energy type on the fly and being a wizard are a good start. Apply metamagic reducers and away you go with quickened magic missiles flying with fell debuffs to work as a nice swift action each round (use residual metamagic so you only have to quicken the first one)

Fell frighten and Fell drain are great for softening up saves for a standard action SoD, and Fell weaken and fell frighten make for nice debuffs for melee targets.

Unless you really go all out, magic missile will not do that much damage. Focus on making to a delivery method for other things. Once you get a residual metamagic quickened chain going, they are all swift actions, so fill your 1st, 2nd, and 3rd level spell slots with some choice sets of debuffs and keep enough pearls of power to refresh them between combats.

I would also consider abjurant champion onto the end of that build. You get shield as a swift action already, so why not make the most of it. It doesn't loose caster levels, so by 16th level you have the bab, you just need combat casting (not a horrid feat anyway) and proficiency in a martial weapon.
