Someone explain Dinosaur Stampede to me

Ok, so you have this spell. 6th level Druid spell, that's gonna be pretty good. Awesome picture, sweet ghost dinosaurs running people down.
But then you read the rules text. 20ft radius, that's not bad. Deals...1d12+CL (max +20) damage for rounds/level, and doesn't affect foes more than 10 feet in the air. With Reflex half and SR: Yes.

Why, playground, does this spell exist? Why would anybody ever prepare it, or cast it?

Because it's called dinosaur stampede, obviously. Yeah, I gots nothin'. Definitely one of the worst dinosaur themed things a druid can do, and there's a lot of dinosaur themed things a druid can do.

It's there to drive Druids to use wild empathy to start actual dinosaur stampedes.
