Well there are 3rd party options if allowed. AEG Mercenaries has something called Laminated and Serrated steel In increases threat range the other crit multiplier. It increases the threat range by one, meaning that a scimitar would be 17-20 x 3. improved crit would then make it 13-20 x3...

Weapon master, psychic weapon master, serrated/laminated weapons, street barbarian ACF, Arcane Duelist, Mythic Exemplar, Hero's blade, and, of course, DoD, keen, and Imapct.

Or something stupid like that...All with official material from 3.5/Dungeon Mag (official stamp).

Play some type of Elf, take Improved Weapon Familiarity and Weapon Focus (Rapier). Take Disciple of Dispater, TWF with two weapons that crits on a 9 or higher. Take any feats or weapon enchantments that affect criticals and go to town with your Elven Thinblade and Elven Lightblade.

Disciple of Dispater is 3.0 where critstacking was the norm, so its ability arguably loses its stacky-ness in 3.5. Also it only works on iron weapons, which means no Kaorti Resin, which makes your weapons critical multiplier X4.

Weapon Master and Psychic Weapon Master are also from that awkward period after 3.5 where they were still putting out 3.0-ish stuff, so they may need to be 'updated' to not stack as well, but it's a much murkier area of the rules than DoD.

There's also a teamwork benefit. I don't remember the exact details, will update later, but I think it was from Forge of War, required 8 points in one or two skills, and increased the threat range of everyone on the team (which requires just a couple points in the relevant skill, there can be up to 8 on a team) has their threat range increase by 1 when attacking anything the team leader has scored a critical on until the team leader attacks something else. If you like, as long as you qualify for being a team leader you can be the only member of the team and just benefit from +1 threat range after your first critical.

Found it. It's from Forge of War, page 131. Precision Assault. You need at least one person with +6 BaB and 4 ranks in Sense Motive. They then need to practice for two weeks with no more than 7 other people that have at least +3 BaB and 2 ranks in Sense Motive. Once anyone on the team makes a critical, everyone else on the team gets +1 critical threat range against that foe. If anyone on the team attacks something else, that member doesn't loses the bonus until it sees another critical.
