You don't gain Craft Homonculus at level 4 if you take the substitution level.

Is there any other way for my artificer to acquire a dedicated wright?

Have you considered taking the Craft Construct feat?

Does that allow it? I know Homonculi are constructs but isn't that a separate thing?

Read the rules for creating the Dedicated Wright in its monster entry in the Eberron book. It requires the Craft Construct feat as one of its prerequisites. So just picking up the feat will totally work.

Actually, funny thing. I had this very debate just the other month.

Turns out that Improved familiar lists Homunculus. A dedicated wright is a Homunculus. Therefore, if you are 7th level and take the feat, you can have one. And that also has the advantage that it has all of your skills, so if you have alchemy, so does your wright.
