Character Creation

At Character Creation there are feats that can only be chosn at lv 1 like the gift
but what if i let my player start at lv 3 can they still get that kind of feats and if can they take more that one of that kind of feat

Lvl 3 characters were lvl 1 at some point. So sure, they can take as many "lvl 1 only" feats as they could've taken if they leveled up normally. A normal character could take only 1, a character with flaws could take 1 + (number of flaws), a human could take 2 + (number of flaws), etc.
