Simplistic eloquence (Ex): If a half-orc decides to take a level in a prestige class, he/she can ignore one prerequisite such as a feat, skill, race, etc.. If a half-orc takes a class which gives spellcasting progression and ignores a spellcasting prerequisite, then they can choose a spellcasting class to progress as. For example, a half-orc cleric who takes a level in mystic theurge may choose to progress as either a sorcerer, wizard, or even assassin in arcane spellcasting.

How broken would this ability be and why?

In your example it would mean that he could take mystic theurge at level 4 if they would choose a wizard. Optimally it would be used to ignore the highest level prerequisite and splice from as many PrC's as possible.
