Is this class balanced? Is it fair to play with other spell casters in a party like a Wizard?

Anyone know what the Witchfire is suppose to be used as? A move actions, free action?

Looks fine to me.

Most likely a Standard Action. Else things would get silly.

Spelllike abilities are always a standard action, and Witchfire is listed as one.
