A friend of mine put together a racial substitution level for a Succubus PC. I think it's over powered, he disagrees. What do you all think?

Class Features:
All of the following are features of the Succubus

Weapon and Armor Proficiency: A Succubus is proficient with all simple weapons as well as the whip, but not with armor or shields.

Racial Class: Characters that take this class do not choose a race. This class may only be taken at first level. The racial traits of someone taking this class are:

Outsider [Chaotic, Evil, Extraplanar]
Medium Size
30ft Move Speed
+2 Int, +2 Wis, +6 Cha

Resistances: The Succubus gains resistances to Acid, Cold, Fire and Electricity damage.

Feat: The Succubus gains a bonus feat at levels 1 and 4.

Claws: The Succubus gains 2 natural claw attacks (1d6) and is considered proficient with them.

Alternate Form (Sp): At first level the Succubus gains the ability to polymorph into a humanoid form (No limit on duration) once a day. At level 3 she can polymorph 3 times a day and at level 5 she can polymorph at will.

Tongues (Su): The Succubus has a permanent tongues ability (as the spell, caster level 12th). Succubi usually use verbal communication with mortals.

Darkvision: The Succubus can see in the dark up to 60ft.

Stat Bonuses: Beginning at level 2, the Succubus slowly starts her ascent to power.

Damage Resistance: The Succubus gains damage resistance 2 at level 2, DR4 at level 4, DR6 at level 6, DR8 at level 8, and DR10 at level 10.
Lesser Succubus Powers (Sp): At 2nd level, the Succubus can use Detect Good, Detect Thoughts, and Suggestion once per day. At 4th level she can use them three times per day and at 6th level she can use them at will. The Succubus’s caster level is equal to her class level.

Telepathy (Su): At 2nd level, the Succubus gains telepathy. She may communicate with any creature within 100ft that has a language.

Fly: At third level the Succubus gains the ability to sprout wings. A Succubus’s leathery wings allow her to fly at 50’ at an Average manoeuvrability. The Succubus can hide or reveal her wings as a swift action. When her wings are hidden she cannot fly, but she may find blending in to be easier.

Energy Drain (Su): The Succubus drains energy from a mortal she lures into some act of passion, or by simply planting a kiss on the victim. If the target is not willing to be kissed, the succubus must start a grapple, which provokes an attack of opportunity. The Succubus’s kiss or embrace bestows one negative level. The kiss also has the effect of a suggestion spell, asking the victim to accept another kiss from the Succubus. The Fortitude save to remove the negative level has a DC of 10 + 1/2 the Succubus’s class level + Cha modifier.

Succubus Powers (Sp): At 8th level, the Succubus can use Charm Monster, Ethereal Jaunt (self plus 50lbs of objects only), and Greater Teleport (self plus 50lbs of objects only) once per day. At level 10, she can use them three times per day and at 12th level she can use these powers at will.

Poison Immunity (Ex): At 11th level the Succubus gains immunity to all poisons.

Electricity Immunity (Ex): At 12th level the Succubus gains immunity to electricity.

Summon Tanar’ri (Sp): Once per day the Succubus can attempt to summon one Vrock with a 30% chance of success. This ability is the equivalent of a third level spell.

Although HD progression can be inferred, actually having it in the chart would be very helpful. Unless the class has 1d4HD per level and just has a very strange BAB/save progression.

The text of energy drain does not note when the class gets it (the table does, but having it in the text would be helpful).

As for balance, first question: Is this following the savage species must-take-every-level rule or the can-multiclass rule used for some of the web enhancements (might just be for the templates). Also, are those bonus feats in addition to feats acquired via leveling?

This would be according to Savage Species must-take-every-level rule. Although I feel there's a reason that book was never updated to 3.5. Hopefully not too silly of a question, but what do you mean HD progression? I can't say I've done much research into the deeper mechanics of things like this :redface:

As for the other issues and question I'll pass your post along to my friend and see what they have to say.
