So a player has Travel Devotion. And he wants to take a 5ft step and then activate the traveldevotion feat as a swiftaction and move. Is he allowed to do that? Or does the rule that you cant take a 5ft and move in the same round still apply.

The rules for 5 foot steps are pretty clear on this. 5 foot step rules should take precedence here. Relevant text below. Emphasis mine.

You can move 5 feet in any round when you don’t perform any other kind of movement. Taking this 5-foot step never provokes an attack of opportunity. You can’t take more than one 5-foot step in a round, and you can’t take a 5-foot step in the same round when you move any distance.

Travel devotion is still a form of movement, therefor you aren't eligible for a 5 foot step.

Also, it's right there in the text of Travel Devotion.
You cannot take a 5-foot step in the same round that you use this feat to move as a swift action.
