There was a marvel card based rpg that came out a while back a friend of mine has it and I was wondering if anyone knew how to make bad guys for the game since my friend wont run it until he can figure out how to make them.

I have heard of Legendary (http://boardgamegeek.com/boardgame/129437/legendary-a-marvel-deck-building-game), which is a deck building card game featuring Marvel characters. However, I haven't heard of a card-based Marvel RPG. The closest thing I can think of is the Dragon Storm (http://en.wikipedia.org/wiki/Dragon_Storm_(game)) RPG, which has been out of print for awhile.

Ages and ages ago (late '90s?) there was a TSR/Marvel card-based RPG based on TSR's earlier SAGA system that they used for Dragonlance: 5th Age.

It's called Marvel Super Heroes Adventure Game (http://en.wikipedia.org/wiki/Marvel_Super_Heroes_Adventure_Game).

Is that the one?

I imagine it is; I am familiar with the Dragonlance version, and it became somewhat the inspiration for ODE (in my sig).

The basic way to make villains is to use the PC character generation system, and give the bad guys the powers you want and some more experience.

Being based in the Marvel Universe, there were naturally several supplments with statistics for many Marvel characters. For both of the times I ran this, I just used those as standards by which I built my own.

I liked the "Edge" mechanic. I did NOT like the 'collapsing' of things like strength & endurance into the same statistic. The skill system had it's strength and weaknesses. At the end of the day, I preferred the old FASERIP system.
