Ive got it going something like this, im gonna use the Corruption rules to represent the radiation thats topside. Im gonna have guns, mostly single action breechloaders, and i have rules for them from Sorcery and Steamcraft, im open to other rules for them. and i have a list of classes available;

Warmage,Dread Necro,Beguiler,Healer,Spirit Shaman,Favored Soul,Binder,Fighter,Barbarian,Rogue,Monk,Paladin,S orcerer, Scout, Ranger, and Swashbuckler obviously its gonna be a lower magic game. so any recommendations for mechanics would be great

Have you looked into DnD Modern? its very similar to 3.5, just with guns and cars and such. Might be worth looking into.

Yeah, and look at some of its supplements like urban arcana and possibly also d20 future, sounds like it has what you want.
