Jewel Box of the King
Once a day, you may pull out a gem of your choice that is worth up to 1000gp. It disappears within 1 minute. The gem may be used as a spell component.

Displacement Sandals
When these sandals are put on, you appear to be displaced by 5 ft in a random direction, this functions as a minor robe of displacement. Casters using True Seeing negate this effect. When you are hit, the sandals are suppressed for 1d4 rounds. 24000 gp.

Axe of Snakes
This +1 Great Axe is encrusted with a pattern of snakes. When thrown on the ground, it turns into 1d4 small vipers for 10 rounds. This ability can be used 3/day.

Force Pill
This small translucent pill, when ingested, provides +1 CL to all spells that do force damage. This effect lasts for 1d4 Hours.

If the gem is NOT usable as a spell component, its basically a 1/day command item of Major Creation (http://www.d20srd.org/srd/spells/majorCreation.htm), which according to custom magic item (http://www.d20srd.org/srd/magicItems/creatingMagicItems.htm) rules is normally CL 9 * Spell level 5*1800 gp / 5 for once per day= 16,200 gp. But since it is limited to gems, you could discount the price a little. Maybe 12,000 gp? CL9, Aura Moderate Conjuration.

If the gem IS usable as a spell component, then it becomes a lot more powerful and expensive. It would be based on True Creation (http://www.d20srd.org/srd/divine/spells/trueCreation.htm), despite its limited lifespan. Base charge would be:
( (CL 15 * Spell level 8 * 1800 gp) + (1000 xp cost * 5 gp * 50 uses) ) / 5 for once per day
=(216000 + 250000) / 5
= 93200 gp

Maybe give a small discount for limited lifespan, and limited to gems to make it 80000 gp. CL15, Strong Conjuration.

Is this merely a displacement (http://www.d20srd.org/srd/spells/displacement.htm) effect? It sounds like the Major Cloak of Displacement (http://www.d20srd.org/srd/magicItems/wondrousItems.htm#cloakofDisplacementMajor), except that instead of limited duration, this has infinite duration, but suppresses on hit.

The way it is structured, it works best at low levels, and starts to get shut down a lot more at high levels, when iteratives come into play. I would price it at around the level of the minor cloak of displacement (http://www.d20srd.org/srd/magicItems/wondrousItems.htm#cloakofDisplacementMinor) (since it is total concealment about half the time with no usage limits).

If you are hit while the sandals are suppressed, is the delay extended by another 1d4 rounds? If so, is the time added or overlapped?

The time resets.
