For a BBEG in my game (Lich-Wizard 13), I'm trying to figure out what should be involved with a specific piece of her wardrobe. She's pulled a Deva from the upper planes to an unholy location, bound it, and kept it alive while she's skinned it. She then turned its skin into a leather outfit.

I'm thinking this will count as MW leather armor with the following special traits;

Takes the Armor slot
No ACP or spell failure.
Weight 5lbs but treated as clothing when worn.
Resistance 10 Acid/Cold/Electricity

Strong Evil Aura

For this villian, I'm thinking enhancing it with +5 to Perform (Dance) - Fits villian, but not sure what else she would want on it.

Any suggestions? I'm going for "Things a Narcicistic sociopath would want to make the common people love her more" rather than "Powerful combat abilities".

I'm thinking more :sabine: than :nale:

I'll admit that my mind went to "chainmail bikini..." :sabine:

Maybe treat it as a Circlet of Persuasion, or a bonus to Charisma. Beckoning Call or Morality Undone (Fiendish Codex 1) for a certain number of times per day, or maybe grant the power of the Temptation domain?

As is I am planning for this villian to go with items to enhance charisma, but not the suit.

I'll check in the Fiendish Codex to see if something would work, but since she skinned a NG outsider for her skin, I'm figuring to keep to properties Deva's would have.
I'm not sure the temptation domain would work well for this lich. She's already going good on the enchantment as a wizard with a dip in mind bender... :xykon:

An Astral Deva does have a Change Shape ability. If a lich is wearing its skin, maybe allow it to assume the last form that the Deva used?

Undead 13th level wizard probably doesn't need the ability to change shape. How ever, allowing her to change how her "Outfit" looks (shape/color/texture) would be a very big selling point for her in getting it in the first place.

OK, that's worth two!

I have the perfect way to introduce her, once the party gets high enough to make them relevant to her...

The party arrives for their meeting with the "Lady Lana". They are escorted to an enclosed pool where the lady is currently relaxing. As the party is assembled, the lady swims languidly to the other side of the pool and assends the steps out of the warm waters. As she mounts the steps, she reaches over and picks up a small black glove laying on a pedistal next to the top of the steps. As she pulls it on her hand, it begins to flow down her arm, across her back, and on to encase her in soft leather. Walking around the pool towards the party, a long black leather cloak rolls down her back.

"Greeting weary travelers, you may kneel or bow as is your custom".

This will get much, much, much creepier if the players remember this when they figure out what her magical garb is made of.

I wouldn't focus on what she would want it to have. I would focus on what kind of properties an object made from a the flayed skin of a Deva would have, which would help toward that goal.

The first thing that comes to mind is an Unhallow effect. Particularly, given the manner that the Deva was captured, it would make sense if it were tied to Dimensional Anchor. But on the other hand, some of the other effects (Cause Fear, Silence, Zone of Truth) would be fitting, given the origins of the Deva, their flayed skin, and the intent of the caster. So, perhaps the skin is under the constant effect of an Unhallow spell, and the wearer can switch the effects of it as a Swift action. Some of those effects (aid and Zone of Truth, for example) would be very good at winning the appreciation of the common person.

Another thing would be the fact that it's the skin of a living Deva. The body and soul of an outsider are the same thing. She's wearing the warped, fractured soul of a celestial. So, it's connected to positive energy, and it's corrupted. Maybe it converts positive energy to negative energy, and vice-versa if the user demands it? Turn an Ennervation into 1d4 temporary levels, as per Inspire Greatness. (Or heal the lich when someone casts a Cure X Wounds spell on them.) The lich's proficiency in Necromancy can suddenly be used to win over the common people, rather than having them run in terror.

There's probably more that you could get out of it, but those are my first thoughts.

I think you should make it a Legacy Item. Yes, the rules are a bit daft, but they're great for NPCs.

Why would a wizard bother with leather armor? It gives a 10% spell failure chance for a mere +2 armor bonus they could beat with a single spell level, which is therefore a better choice than the numerous spell levels that Still Spell would eat up (yes, I know you guys were about to scream METAMAGIC, but it doesn't make sense).
Make it into a leather garment that isn't armor.
