So since technique users have become kind of popular, I have read through the rules on technique powers, and some classes based on it. And no where does it say anything about how many technique points a given level of power costs. So far Ive just been assuming its the same as psionic power points, but no where does it actually state it.

This may be your problem.

The dandwiki is notorious for poorly-written homebrew.

EDIT:
I believe that if the write of that particular homebrew publishes any actual techniques, you will find costs in the individual descriptions, as with psionic powers.

I think you're mistaking bad D&Dwiki homebrew for ToB.

In general it would be best to stay away from dandwiki. I suggest www.d20srd.org for the SRD, and for homebrew, this community and minmaxboards/Brilliantgameologists tend to have much higher quality and more peer-reviewed content.
