How powerful is divine minion for a melee?

Is divine minion perfectly acceptable for a tier 4 or 5 character without breaking balance.

That depends on if you're using the rather sketchy rules reading allowing qualification for master of many forms. Said build is tier 2 without breaking a sweat.

If not, you might be building into warshaper, but it's not going to give you much past level 6-8 or so. The forms you can take get stale and you have less incentive to use them. It's not bad, but it's not a super-optimized melee either.
