The question is self explanatory. Before we get to it. A few rules...
1) PF only, no 3e worked in...do we understand? Good
2) Constructive criticism only
3) We don't necessarily optimize, so keep that in mind

I'm playing Kingmaker with a few friends and acquantinces. My friend is playing Gevin Sartova, a LN court bard lvl2. He's interested in getting No Escape rage power without having to take barbarian levels. How could he go about it? Is it possible?

As grarrrg pointed out in a very recent thread, the Ulfen Guard (http://www.d20pfsrd.com/classes/prestige-classes/other-paizo/e-h/ulfen-guard) PrC is just about a barbarian without alignment restrictions. Including rage and rage powers. It's not something that a bard 2 will qualify for soon though.

More generally does it have to be this power exactly or would other bonus movement to chase down enemies be acceptable?

First, note that you can only use Rage Powers while Raging, and that No Escape can only be used 1/Rage.
If your friend _really_ wants to make use of it, they'll also need a way to get around Fatigue, so they can Rage-Cycle.

There are a variety of other classes that have archetypes and such that give them access to Rage Powers, but usually not for quite a while. Barbarian, and the newer Ulfen Guard are the quickest/easiest to get what you/he wants.

Instead, I'd suggest the Step Up (http://www.d20pfsrd.com/feats/combat-feats/step-up-combat---final) and Following Step (http://www.d20pfsrd.com/feats/combat-feats/following-step-combat) feats to him. They will do mostly what he's looking for, without requiring other classes.
Step Up and Strike (http://www.d20pfsrd.com/feats/combat-feats/step-up-and-strike-combat) is the next one in the line.

Anything that can get domains (which is a lot in PF. Cleric, Blight or Boar/Dragon/Saurian Shaman Druid, Inquisitor and Sacred Servant Paladin can all grab this domain) can take Rage Domain (if you get two domains, you can take the anger inquisition for more righteous anger each day). But yes, step up (and strike) line is your best bet.

Edit: Also Viking fighter can rage and get rage powers.

Just to show how necessary Barbarian is for this, here's all of your options:

Rage Domain

Rage Domain doesn't even get Rage until (effective) Cleric level 8, and it gets its first Rage Power at level 12.

Also Viking fighter can rage and get rage powers.

Viking gets Rage at 4th, and Rage Powers stating at 6th.
Wild Stalker Ranger gets Rage at 4th, but unlike Viking, they get Rage Powers starting at 5th!
Ulfen Guard only needs 1 level for both Rage and a Power, but because it's a PrC, and requires 5 bab, you aren't getting anything until at least level 8 with Bard entry.

Compare this to just taking Barbarian which can have it in 2 levels.
Or the Step-Up line of feats which you can start taking at level 3.

Wild Stalker! I knew there was a Druid or Ranger archetype I was forgetting. Thanks.
