so my level seven party just cleared out an extradimensional stronghold of devils who had been plaguing a small town, and the loot didn't seem like much until we found two scrolls of gate. assuming that they were created with cl 17, one of us would have a 50% chance of successful activation with a small but real chance for a catastrophic mishap.

do you think that these are hail mary panic items to be used in the case of extreme duress? is the 10,000gp calling cost assumed to have been covered in item creation? is the max hd and controllability of the called creature dependent on the caster level determined during item creation, or that of the person who uses the item?

we are pretty far behind wbl at this point- should we even attempt to find buyers?

Scrolls are dependent on the creator's caster level, I believe. As long as you meet the Casting stat requirement and it's on your spell list, you can use the scroll. Also, components of a spell are included in the cost of the item.

If the user meets all the requirements noted above, and her caster level is at least equal to the spell's caster level, she can automatically activate the spell without a check. If she meets all three requirements but her own caster level is lower than the scroll spell's caster level, then she has to make a caster level check.
No, you have to have the right caster level, otherwise you may suffer a mishap.
Normally, the 10k gold is also part of the price of the scroll, but not the price to bargain with the outsider. And the caster level of the spell is the caster level of the scroll, so 17th.

Wish does not grant items in Pathfinder, so you can't actually just wish for a ring of 3 wishes.
