lack of spiderclimbing creatures

why do so many creatures, including monster spiders, lack spider climb? i know that a climb speed does similar, but it doesn't allow creatures to move along the ceiling like spider climb. and what creature(s) have spider climb at the lowest CR?

For most creatures, climb speed = spider climb. You just need to set a climb DC for ceiling that makes sense.

Also, if I recall correctly, having a natural climb speed allows you to take 10's on climbing, even when being attacked or under pressure, AND gives a +8 racial bonus to climb. Assuming at least 14 Strength(and/or Dex in a Monsterous Spider's case) and a few ranks in Climb, a creature is guaranteed to make the climb check on a ceiling that has "handholds but no footholds," which likely means any ceiling with cracks, roots, or other naturally occurring features. In a creature's natural environment these features are probably pretty common.

It is weird that there needs to be actual numbers behind that, where Spider Climb doesn't-- but then again, magic is magic.
