The smiling charismatic man can to the screen, his immaculate gold suit dazzling in the bright studio lights.

“Thank you Li Xinsuo. A new year, a new time for progress… for some.

“In region one North America the Manhatten Empire is conducting military exercises at its southern border with the Neo Confederacy… Neo Confederate President Slick Higgins has this to say…

A callous looking southern man with several deep scars in both cheeks fill the screen. “The Manhatten Empire thinks it’s the new North. We want that?!”

“NOOOOOO!!!” The crowd responded.

“You want the last century again? Ignore Manhattan. You want to move forward, stand against them.”

“Tough words Slick.” Ewyen came back into view. How about region two, down in South America? We turn to the lovely Rebecca Esperanza. Rebecca?”

The beautiful, shapely Latina is in a complementing red suit and skirt, standing quite out of place in a rundown, overcrowded ghetto, the ground beneath her charred and crack.

“Thank you, Ewyen. I’m here in the Amazonian Desert. Twenty years of research into revitalizing the Amazonian soil has finally been abandoned. Chief researchers of the Amazonian Revivalists say there is simply too much pollution. Their political leaders blame Brazil, and its continual environmental negligence, saying it will take lethal force if necessary to restore balance.”

“Would you say that those environmentalists are going… extinct?”

“Cute, Ewyen.” Rebecca looked annoyed.

“Ahem. We’ll discuss that coffee date idea of mine later. Region three! Old Europe! Our biggest shocker of the night goes to our special inside investigators whose identities we can’t reveal. After a one year extensive search into proud, noble France, the truth is revealed! France is a lie!”

The big words “France is a lie!” appeared above him.

“Our inside reporters have discovered that France is dealing with massive famine and corruption from top to bottom. Their harsh restrictions against tourism are not a matter of national arrogance, but national shame. France spokeswoman Renee du Lac issued a statement.

An dark-skinned, regal woman in an ivory uniform stood in front of dozens of lesser reporters berating her with questions. “Enough! We have never claimed to be flawless, but the UNS allegations are grossly exaggerated. We would not bribe them to-“

“Oh Renee, you tell such tall tales!” Ewyen cut out the video clip of Renee. “Region four, Africa. The Congolese Empire and Egypt Reborn are at a standoff over border disputes. Both these expansionist powers have shown a large degree of restraint, most likely both are seeking to find out the full capabilities of the other one. A war between these two could engulf several other powers. Mohabe Philmoore, our expert on the region joins us.”

“Thank you.” The well-spoken man’s skin is dark to the point of almost black. He towers over Ewyen even while sitting, and his muscled frame isn’t hidden beneath his suit. Clearly he’s a product of genetic engineering. “Your assessment is sound. Both are strong military and economic powers and each recognizes that that their rival cannot be taken lightly. Egypt Reborn, famed for its ability to outpace its enemies economically knows it may not be able to produce faster than the Congolese Empire. On the other hand, the Congolese Empire’s land grab tactics will not gain them much use as there are several poor serf states between it, and the main prize which is Cairo.”

“Maybe they won’t fight at all?”

“Unlikely.”

“Er… right. Anyways, region five, the Middle East and Western Asia seems to be tame for now. The Saracens and their national mission to become a center for cultural learning seems to have taken a step forward as the pop band, the Desert Catgirls have made a global hit with their new single, Meeeowr Lover Boy. Junior reporter Adrian Terrence spoke with Cultural Chief Salim Hassad.”

The screen goes to a nervous looking young man in his early twenties, almost shaking looking at a calm man in white, comfortable clothing covered in silver markings. Salim looked deeply unimpressed with the reporter.

“So about the Desert Catgirls...”

“We don’t endorse them. They are free to practice their… music, but our center focuses on philosophy, science, and art with more intellectual depth.”

“But I was supposed to ask you about the Catgirls.”

Salim sighed. “You insult your audience and yourself by doing so.”

“I know.” Adrian hung his head in shame.

“Goddamnit Adrian. Knew we shouldn’t have started you. Oh hey! We’re back! Region six, Central and South Asia! The Kazakh Empire asked us to deliver this message from its Supreme Patriarch, Valnov the Brave.”

Valnov the Brave had given himself that title. There he stood, pale grey eyes of an old man on an otherwise angelic face. Some said it was plastic surgery, but most knew that there was something more to it. His voice was sweet and cold at the same time. “The Kazakh Empire wishes to bring a new global order in this glorious year of 2125. The old United Nations, curse its name, was a failure. It held no power, no authority. I call upon nations to begin a dialogue to how we may achieve peace after so many years of conflict. I offer my personal home for these talks. Those who are not interested are free to decline, and watch as a new era leaves them behind.”

“Valnov. Strong words. Strong looks. Our main story for region seven is deep within the Thai Expanse. Ever since the criminal underground surfaced and took direct control of the government, the world waited for its collapse. However, it would appear that it’s stable as any government. We have a guest tonight who’s come all the way here to visit us at HQ. Real name unknown, he’s simply known as the Fat Man.

Sure enough the Fat Man was a very, very large man. He moved with the help of cybernetic leg stabilizers. Also attached to him were a few tubes with a bright blue liquid, probably some means to keep him from dying from poor health. A seat was ready for him that matched his size.

“Huey-“

“Ewyen.”

“Does it look like I care?” The man was exasperated just by talking. “We caught your little mice crawling around in our streets, trying to poke into our business. Mice in a den of rats they were. They were lucky they belonged to you, oh glorious UNS. Had it been some news group from those Singapore bastards they would’ve fed the dogs. Oh no, we showed them around, the good, the bad. We gave them the numbers. We aren’t the Kazakh Empire, but we can hold our own. Now then, will there be any more problems between us?”

“Um… I don’t make the decisions…”

“No, no.” The Fat Man wagged his finger back and forth. “I mean just between us. Tell me, what kind of woman do you like? I can get you one that looks just like the red-clad…”

“We’lltalklaterournextstorygoestoAtlantis.” The reporter’s voice moved quickly trying to get to the next part.

Region eight, Australia and Oceania, turned its attention to the city in the sea, named after the legend. The view was from outside the city, on a small manmade island meant for guests. The city was off limits to outsiders. “Thanks for the introduction Ewyen. This is Hui Hei here, reporting just outside of Atlantis.” The ethnically Chinese woman gave a bright smile. The enigmatic Seer of the Pacific offers its New Year’s declaration as is tradition.”

The Seer of the Pacific was a ten-foot-tall robot, the source of constant debate to how intelligent the construct really was. Its voice was androgynous just as it was.

“Atlantis wishes the world well. It continues to strive find a way to lift up the world on its wings. Until that time, we stand a jewel in the ocean. We offer our services this year to one nation in need, who can prove its worthiness to a brighter future. Their leader will be invited into the city as an honored guest. We are listening.” The glowing eyes dimmed.

“Dear God, they’re actually going to show what they’ve been doing all these years.” It was big news. Atlantis, had remained a mystery for so long, people simply weren’t allowed in despite constant attempts.

“Thank you. And finally for region nine, space, we deliver a message from Void, the terror cell which has plagued the Lunar Colony and the Asteroid Mines for nearly a decade.”

The dark shadow’s words were garbled by a voice modifier. “Earth, expand into space at your own peril. We have tried to warn you, the consequences are on your shoulders.” The shaky camera moved to three men in lab coats who were tied up. “These are men who think themselves gods. They think themselves able to master the endless void. If so, then even gods can die.” Three bullets rang out, three bodies collapsed.

“You have been warned. The consequences are on your shoulders.”

Eqyen was still smiling when it came back to him. “That covers our brief exposition of the nine regions. When we come back, we get to our countdown of ten worst places to live.”

The music wrung out and the camera shot moved away to Ewyen, going out and out until went outside the satellite headquarters of the Universal News Services, spinning around to get a snapshot of the planet.


Abrahamic Union
A new year, and the chance to spread the faith. North America is as dangerous as any other continent now though, discretion the better part of valor as they say.

The Neo Confederacy to the east has long been a source of mutual frustration. Their commitment to their capitalism and idolatry has proven to be challenging for Abrahamic Missionaries, the Union’s inaction against either the wastelands or Manhattan a constant annoyance for the Confederates.

The wastlands to the north and west and treacherous to travel unarmed. There are many individuals looking for salvation, and many refugees have come. However, there are countless warlords and city-states that aren’t interested in outsiders. It’s not a threat, but it’s fractured nature is hard to get through to.

Further to the south is the Steel Nations which thankfully do not share a border. Very anti-North America, militarily strong, and expansionist, at least there are some wastelands between you and them.

Trait Missionaries: Bonus to diplomatic actions that positively affect the Union. Does not affect actions meant to hurt rival factions.

Olympia
The powerful are meant to lead and Olympia is set to build. More land, more wealth, more slaves. Olympia may be the smallest of the North American powers, but it is far from the weakest.

To the far north is Alaska where the beastmen are. Good if one wants to prove themselves in a fight, but there’s little those monsters have to offer, and they make poor slaves.

Canada is ripe for the pickings. Weak, unorganized, it’s offered little resistance to raiders in the past and is unlikely to change. They have been trying to get its army together, but it will unlikely amount to much.

The wastelands too offer no challenge, though when there’s a thousand different territories always shifting and changing, it’s hard to keep track of who’s who.

Great California on the other hand has proven resilient. It’s been willing to fight Olympia. A great prize than the others, it would take full scale war to bring down this nation, not simple raids.

Trait: Raiding: Normally one has to defeat the enemy military to get at their resources. Olympia can take stats from a rival simply by fighting them, even if the fighting is still ongoing

UCSR
The world still recoils from the imperialist power of the past, and many new nations are trying to repeat the mistakes of the past. The UCSR stands firm though in a better way.

To the north is the Neo Confederacy, a nation lost to corrupt capitalism, and which accepts such a fate. Still, they have more to worry about with the Manhattan Empire than to bother with the Carribean.

To the south though, the Steel Nations pose a much more serious threat. Though always civil, and keeping their expansion on the mainland, the Steel Nations have hinted that it would like access to UCSR ports should it ever invade North America.

Trait: Revolutionary Medicine: Biotechnology research is completed faster given their expertise in the field.

Starlight Combine
The Combine’s dream of going into space has already begun, it’s only a matter of time before it joins the other space factions. Still, there are other concerns at home as well.

America Inc is immense for an organization, but not so powerful as to rival a true country. It seems content with its current borders, constantly trying to expand its trade with the rest of the continent.

The Amazonian Revivalists are weak, but they are loyal to their cause, to restore the Amazon and the environment of the world. They often clash with Combine, thinking they are not doing enough, untrusting of its plan.

One would think with the Revivalists that the Combine and Brazil would get along. Not so. Brazil is arrogant, thinking the continent is there despite reports suggesting it’s weaker than both you and the Steel Nations.

Trait: Hydrosphere Alpha: The Combine gains a bonus to all space related research and is well on its way to having a functioning orbital elevator

Banking Union
The golden rule, he who has the gold makes the rules. The credo of Britain! So much wealth to gain, and it’s a fresh new year to start.

The Free Isles stand staunchly against the Bankers. However, they lack the organization to go on any offensive, any diplomatic efforts so far have been met with hostility. They want to be free, even if that freedom is the mob.

France has recently been shamed. It appears they were not as strong as they appeared, the pearl of Europe is stained. It’s too early to tell though what opportunities may come of it.

To the east the German Kingdom has kept civil relations with the Banking Union. It has been wealthy and stable enough not to need Britain’s aid though.

Scandanavia is the true threat. Like the Vikings of old, the peninsula seems ready to lash out at someone, and the Banking Union is one of their choices.

Trait: Wealth is Power: The Union knows how to use its money effectively to get its way, economics are as effective as Diplomacy for peaceful takeovers

Cradle
The Cradle stands surrounded by conflict on all sides, but it remains strong and resilient, still an example for the world to follow, and still out of the fires of war.

Egypt Reborn is a canny military power that has swept to the west and south. More than a few refugees have come to the Cradle from those conflicts. However, they are currently at a stalemate with the Congolese Empire, its military on standby. Cradle diplomats are well used to dissuading Egypt from looking to you for another war.

Unlike Egypt, the Congolese have at least claimed excuses for their conflicts. It’s kept cordial with the Cradle, seeming to only be interested in weak powers. Now that Egypt threatens it, who knows what will happen?

The Houses of Oil often entreat the Cradle for diplomatic assistance, having little credibility themselves. Not a particularly powerful faction, few would miss their passing.

Trait: Reasoned Discourse: Bonus to non-takeover diplomatic actions.

Order of the Shield
The time is now for the Order of the Shield to secure its place despite aggressive neighbors. It is ordained to make a brighter future for humanity that cannot be denied.

The Saracens are a peaceful nation and of no military threat. Diplomatically however, they are an annoyance, they want to make all the Middle East a cultural Eutopia and the Order has never been a part of that dream. Relations are a bit frigid.

The Tigris Republic is the real threat. They have an elite military of veterans recently finished mopping up a rebellion. They have remained wary of you, unable to figure out how strong you really are, but would go to war if they knew they would win.

The Caliphate is a better ally, one willing to trade and negotiate. There is something off about the Caliph though and his family, but you can’t put your finger on it.

The wastelands of Eastern Europe are weak, but hard to control with some many different peoples. It has not been worth going after.

Trait: Supreme Defense: Bonus to all defensive military actions

Moscow Collective
Systems analysis indicates that several events are about to transpire, the number of variables challenging to determine even for the Collective.

To the west Scandinavia seems ready to pick a fight, and Moscow is one of its neighbors. Still, there have been no problems in the past, so it’s unlikely for Moscow to be their target.

The wastelands to the west are a sorry sight indeed. Not strong, but wasteland areas are hard to control without it sapping resources. Some people flee the harsh life there to try to find something better with the Collective.

The Kazakh Empire is one of the most dominant powers in the world now, but has so far acted very civilly and respectfully to you. You were aware of their hopes to start a new world order before they announced it, and they are hoping you take part.

The Siberian Hold is staunchly independent. It is not nearly as strong as you, and so far there has been no fighting between the two of you since Russia’s collapse.

The Caliphate to the south trades with you, but seems more interested in the Middles East and South Asia.

Trait: RISK Management: Bonus to defensive morale

China
The people have spoken, it’s time to grow, it’s time to restore the greatness of the country. It is no small task however.

The Huo Dynasty is not a step forward, but a step backwards, back to a time of feudal power in a modern guise. Aggressive, they seem more intent to threaten their rivals to the south.

The Shui Dynasty remains more friendly to China, but they have shown no interest in joining them again. They, like their northern neighbors, are focused on that conflict.

New Mongolia is a troubling power, they’ve conquered several territories near you, but so far haven’t seemed interested in China. Still, they haven’t given assurances that they won’t attack either.

Nippon is surprisingly friendly with China. A ghost of its former self as well, it sees China as a kindred spirit in trying to reclaim lost pride, but they still put their own pain first.

The Isle Cartels are sometimes problematic. Their lack of control and stability at times makes the region suffer. They generally try to appease other nations than fight them.

Trait: Chairman of the board: Your moral is harder to damage.

Academic Alliance
There’s war everywhere, and Australia’s only problem seems to be which conflict will be the most valuable to take part in. It’s good times to be a mercenary!

New Zealand is wasteland territory. It would take very little to conquer it, but keeping it under control would sap resources, which is why AAA hasn’t done so up to this point.

The Isle Cartels are weak and fractured, and not loved by their people. They have in the past hired AAA services to keep its own people in check.

Greater Singapore on the other hand is a powerful nation, wealthy, and has also used your mercenary services to dissuade the Thai Expanse from getting any ideas.

Turn One Short Story [Random Roll of 45: Void]

Zoleria's Ascension

Zoleria woke up in her capsule. The screen came alive above her, a small female voice recording greeted her.

“It has been seven days, sixteen hours, twentry-four minutes, and thirteen seconds since departure.”

That was a few days longer than it should have been. “Current location?”

“Current location… unknown.”

“Open capsule.”

The machine complied, the woman was greeted by darkness and the smell of metal. She knew she was in the Lunar Colony at least, she could feel the lower gravity here. She rolled up, and swiveled her legs over, boots silently touching the floor beneath her. Her eyes scanned what appeared to be a warehouse. She was supposed to have been woken up by the contact in their home. Something had gone wrong.

The first thing she needed to do was figure out where within the colony which had about two million inhabitants. Compared to most of Earth it was a small number, but it was spread out for many miles.

“Zoleria…”

She halted, there was a voice coming from somewhere, but she couldn’t determine where.

“Zoleria…”

She was certain of it, her hand pulling out a thing, strong wire which was imbedded into her suit, which could cut a person in half. “Autumn comes before Spring.”

“If only the puppets would see the strings that are Winter.”

She relaxed her guard, but the voice seemed to be coming from…

“Yes, inside your head, dearest Zoleria. You will not be joining the others on the mission. You have your own task. You have been chosen.”

She felt a strong swelling of pride. For she knew she was serving the greater cause now.

The Cradle

She leaned back on her chair, swiveling back and forth. A stretch, some more fidgeting. It was a big meeting today, not something skippable... but for Hawking's sake, she was bored.

Finally, finally the screen lit up with the faces or chosen avatars of the others.

A black bird flew into view, speaking up. "It is time. Our 'period of chaos' has to end now."

An older man with graying hair replied from the side. "True. Senai is gone, and we must step out of his shadow. We must test our theories on their own merits, without his personality holding things together."

A graceful spaceship morphed into the face of a woman that would have looked at home nursing children in a kindergarten. "Ha. If we stood on his shoulders alone, we deserve to fall. Are we not here with the truth and for the truth?"

Some people from the sidelines assented, granting the woman additional points to make her comment more prominent. But what a beginning for this meeting. At this rate, things would take hours. That would not do.

After some more conversation on the local issues in Cradle, the divisions of work for two interesting economical reforms and a debate on how to handle the public image of the recent military upgrades, she had had enough. The girl in the swiveling chair raised an arm, and flicked her avatar, a veiled eye, into view. As she spoke in her sharp, modulated tone, everyone else was silent.

"Enough banter. Today, we must decide what we are to do. Kazakh, Congo, Egypt, Houses of Oil, the Proposal and Atlantis. We will vote in this order, and work the specifics in the most natural subcommittees. Agreed?"

No dissent. The flag of Kazakh Empire slid into view. All the avatars changed into indistinguishable human shadows, sliding into place in a circle.

One by one, they all raised their arms, showing their open palm towards the center. Assent.

Congo. More controversy here. Most still gave their palm, but there were a few closed fists in the ranks. Deliberation.

Egypt Reborn. Over half of the hands were in a fist now. It was easier for Cradle to vote through difficult actions than easy ones, to compensate for their bias to avoid conflict. This one seemed clear.

Houses of Oil. Open palms, in a subtly different configuration from before.

Atlantis. It took a while, but one by one everyone raised their hands, showing open palm.

The choices were made.


Cradle - Houses of Oil

Greetings, friends.

With the passing of Senai, comes the end of the beginning for Cradle. Some things must change, but we will endeavour to keep to our treaties and our friendships with our neighbours.

I feel that the periodic cooperation between our two nations might give way to something more lasting. You have wealth through resources, but little standing to further leverage it. We, on the other hand, are well-regarded, but we live on poor land, on the whole. Cooperation with each other in matters that make use of these strengths to shore up these weaknesses would be, I believe, in both our interest. And, of course, neither of us is truly safe from outside predation in these unstable times.

Cradle - Atlantis

This is Sapphire, of the Cradle. I believe ourselves worthy of entering the new era and being part of what guides our civilization in the future. And curiosity is one of our strongest virtues, one which your marvellous city has sparked.

My wish is a humanity free of death, suffering, poverty and starvation. A civilization pursuing the truth and true beliefs in all matters, avoiding the various corruptions of thought that arise from the built-in limitations of our cognition. A world where the utility functions of our people calculate the highest values. I wish to learn, to know and to understand this reality we live in. I wish to live forever, and see everyone else do the same.

If our values coincide, I hope you will convey to me what you wish of me, to allow me entry into your city.

The Banking Union of Great Britain

Parliament was sombre. Normally filled with the sounds of hurled insults, of boos, hisses, and cheers, today, there were only hushed tones and worried looks. It was an unusual day in House of the Commons, for the man who ran the country was in the room.

Prime Minister James Fairfax looked nervously at the man in the corner. This wasn't in the script. This had never happened before. That man was truly terrifying, though you may not know it from looking at him. A Middle aged man in a suit. No shortage of them in parliament. But one look at Morgan Curtis would tell you he was different. He projected an aura that no man or woman in the room could match. One of casual power, and complete control. He had always seemed like a snake to Fairfax. Quiet, practically motionless, but prepared to strike at any moment. A bead of sweat dripped down his neck uncomfortably as he tried to continue unabated. "S--So, Mr Speaker, I think the matter at hand is the simply outrageous behaviour of the Opposition! Yes, They-" Fairfax coughed into a handkerchief loudly before continuing. ".. The Public needs to know how their money is being spent, and how their parties are being run! Why, the fabric of British demo- Of British d..." He trailed off he saw a corporate type whispering into the ear of the Speaker of the House.

He mustered up what little courage he had to speak out. "I'm sorry, Mr. Speaker, am I interrupting your conversation?" The remark caused a handful of titters in the backbenches, but they were quickly shushed. The Speaker cleared his throat. "My Apologies Prime Minister, but I must stop you there. Important business. The Right Honourable Gentleman from South Kent will be heard!"

Fairfax turned to look at the Member of Parliament who had been called upon. One of his backbenchers. Oh God. One of them. The New Men. How he hated them. At least he, at least he did his best under the circumstances to keep the wheels turning, to keep up the traditions of Britains democracy. The New Men didn't care about that. They knew what they were, and they knew that they wanted a piece. Is this who will replace us? He thought.

The New Man was not heard, as it happens, because he did not speak. He walked calmly to the centre of the house, and placed a stack of papers there on the table. Only then did he speak up. "I am putting a comprehensive package of legislation before the House. With regards to International and Foreign Diplomacy, and the control of budgets for such." The little bugger smirked as he walked back to his seat. All eyes looked to the Prime Minister. "Yes.. Yes.. Well. Of course, I - uhm. " He looked over to Curtis, who seemed not to be paying attention. The man looked at him for a moment, and gave him a tiny nod. This is all you're giving me? I don't even know what it is! He thought desperately. "Of course, this is a piece of legislation that has been a long time coming, and I think the merits are well established.. Therefore, I move for an immediate vote." The Leader of the Opposition, mousy little man that he was, simply nodded.

Fairfax didn't even listen as the Speaker announced the vote. There was a great rush to stand with the Ayes, pushing and shoving. "The Ayes to the right have it!" proclaimed the Speaker. Fairfax sighed. Of course they do.

Great Britain to Scandinavia
There have been scandalous rumours floating around, that the Scandinavian and British peoples are not the great friends that we both know them to be. I hope you will join me in the my shock at such ill-mannered rumours, and in a declaration of our great friendship and shared history.

As a demonstration of our friendship, I have a proposition for your nation. The ongoing anarchy in Ireland, Greenland and Iceland is a genuine tragedy that causes deaths and damages every single day. Iceland and Greenland have been an integral part of Scandinavia since their first settlement, and we of Britain can hardly look on as our Irish cousins fall into anarchy. I propose that we each recognise the others claims to these areas, and co-operate in seeing them made reality.

Great Britain to France
I wish to assure the people of France that we take no stock in these troublemaking and dangerous rumours that these 'news agencies' are spreading. The creation of scandal from nothing is an age old occupation of the Press. Rest assured that Britain knows that France is great, and we will maintain our long-established friendship.

As a show of our continued confidence in the French people and the French economy, we would like to arrange for a treaty of economic co-operation. By allowing British companies to favourably compete in French markets, we can promise strong investment, to show those naysayers that France is and will always be great, and that Britain will always be her Friend.

A Message Addressed Personally to the Current Leader of the Order of Shields
High Marshal Arthur Costas, lord protector of the holy land. Allow me to preface this dialogue with an expression of gratitude. Much of our nation's citizenry, my own cherubim included, have been under your protection at one time or another making pilgrimage. We look to you, and offer the use of our vast resources, the wealth of our industries to further your cause, the tongues of our diplomats to soothe your foes, if you will send a modest peacekeeping force to protect our missionaries and the victimized locals in the scar.

We include here a secondary offer. With your forces keeping the peace, and our missions supplying and soothing, there is no doubt in my mind that we could establish amidst the wastes a permanent refuge. You would establish a presence in what was once New Mexico and serve as a beacon of hope for this fragmented land, all the while reaping the benefits of the land and population as our nation covered the bulk of the expenses.

There is a reason you receive this letter from a general and not a diplomat, and I find it prudent to disobey the Seraphim [diplomats] by saying this frankly: this is not a generous offer of land on our part. You are not a stupid man, and have no doubt surmised that our military order, the Cherubim, are as yet unprepared for war, which we fear our more expansionist neighbors may soon realize. Your presence on this continent as friendly neighbors to us would benefit us at least as much as the land and populace would benefit you- which is why we say again, in a less circumspect manner: name your price.

Behind the Stage

"How did Dad ever get used to this?" A young man asks his mother nervously as he smoothed out his long black hair for the hundredth time in nervousness. His mother, a small woman with wrinkling dark tan skin and heavily calloused hands snerked in response as her knitting needles clacked together. "He didn't. He was always more nervous than you are. You just have to work through it. Put on a calm air, speak strong, and hold yourself together and you'll win all of them over. And don't forget that I love you."

"Love you too, mom." The current High Marshal of The Order of Shields says with a small smile, feeling somewhat better now. At least, until she brings up another plight.

"Have you found a girl yet?"

The sound of High Marshal Arthur's head thudding against the mirror is one the guards to the room knew well and both were thankful that their backs were turned, allowing broad grins to spread on their faces where neither their boss nor their boss' mother could see. "No. No mother, I haven't. I've been busy with this and the monastery. Same thing I explained last night. Can you just...I dunno, let me finish this before asking again? I promise I'll find one by the end of next year at the latest." The man tells his mother before standing straight to fix his clothing. "Can't blame a mother for being worried about grandchildren." She starts before she stops knitting to raise an eyebrow. "You don't have a bastard, do you? I mean, I might be a bit of a traditionalist, but I do know that men your age..."

"By the all the gods in this world and the next, No!" Arthur can't help but shout before growling and turning away to storm out of his dressing room. On the way out he pauses and looks over one of his guards, an athletic woman wearing a well-fitted uniform and holding her assault shotgun at ease. She was pretty with flowing blond hair and pale skin. What little skin showed was scarred, likely from a blast of some sort.

"Sergeant Delacroix, By any chance, you wouldn-"

"Couldn't pay me enough, sir."

"Good." High Marshal Arthur says, patting her shoulder with a bit of relief before heading out to the stage to make his announcement.

In front of the world, High Marshal Arthur Costas steps into view. He's a tall man, a little over six feet in height and slim of frame though he is quite evidently not a weak man. His skin is dark tan with a hint of olive to it which settles nicely with his white uniform. The uniform is an oddity as it's designed as a pure white surcoat placed over a coat of modernized mail and both of those placed over a light suit of black clothing. At his side is a wide short blade and a large pistol resting opposite of it. The grips of both weapons look worn even from the distant view of the camera. Other than what he wears, the uniform is completely free of ornamentation. His eyes are an icy blue and his face is sharply lined and completely free of facial hair. The man takes a moment to organize some notes on a podium before attaching a microphone to his collar. Finally complete, the man begins to speak.

"Humanity is dying." He starts, looking at his audience and the camera. "It is starving to death bit by bit. This world is vastly overpopulated for the amount of natural resources we have and those who aren't privileged or protected are forced to fight for scraps day by day. As much as we try to deny, hide, or disclaim it, it's simply a part of our world now. Nearly every government in this world, and even above it, has to face this. Our food supply is simply too spread out and it's dwindling every year." Arthur explains.

"But what if I told you we could fix this? What if I could provide a plan to not only ease this, but perhaps completely turn it around? Well, that's why I'm here. But I can't do it alone. None of us can. Or should." He admits with a small smile.

Behind the High Marshal the screen lights up to reveal a blank map of the Mediterranean Sea. "As far back as the Mid-Twentieth Century it was obvious that the fishing stocks not just here, but all over the world were being depleted at an alarming rate. Despite some minor efforts at the time, this continued to the point where now days many species of once-common fish are all but extinct and what was once considered bait fish are now called Grade A. There was some experimentation with other sources such as an attempt by the Japanese to promote eating an invasive jellyfish, but such alternate sources were unfavored by the populace and eventually the attempts were disbanded. However, it should be noted that over-fishing isn't the only cause to the problem. Destruction of natural habitat, invasive species, desalinization or increased salt of the water...all such things contributed to food species being destroyed all over the world."

After a bit he gestures at the picture of the Mediterranean Sea. "This is the perfect starting point for what I propose. The sea is relatively shallow with slow currents with higher salt levels in the east and lower in the rest, allowing us to try a variation of techniques. It is an excellent place for us to build artificial reefs, hatcheries, and shelters so new larger generations of fish can grow. We already have everything we need except for the coordinated effort. Marine safe concrete, shells, bits of live coral...all of these items are inexpensive and plentiful. If we control the amount of fishing that occurs throughout the next year once the reefs are done, that should provide enough rest for the population to recover slightly and begin it's growth provided we target fast growing varieties. And if this one is successful...why not spread it to the Red Sea? Gulf of Mexico? How about the coasts of the Americas, Indian Ocean, The Great Barrier Reef and Yellow Sea? What is to prevent any of that except lack of effort on our own parts?"

The man pauses a moment to take a small drink of water from a glass before continuing, his expression one that is sad yet hopeful. "No matter what happens, whatever's decided, I'm going to try and go forward with this project, but doing so will greatly increase the rate of time to a point where it likely can't succeed. Not in time. This is why I beseech you all to assist me in this global effort. Whether the reasons are selfish or humanitarian, I plead you all to help save our world."

Chairman Yu scootches around in her seat uncomfortably. She is dwarfed by the back of the leather chair which had replaced the throne when the Board moved into the palace. Her feet dangle above the floor.

"Is this one..." she says as she hops to her feet to inspect the seat, "...less comfortable than the others?"

"It is, yes," confirms Chao over the chuckling of the other board members. Chao is the senior member of the board and the representative from the Medical Syndicate. In terms of influence over the populous, he is second to the Chairman, and is coming close to breaking the record for the longest term on the Board. "Chairman Huang thought the Chairman should be aware of the responsibilities of his position. There's a brick in the cushion."

"Huh." She sits back down carefully, aware now of the brick in her chair. It digs into her lower back uncomfortably, so she sits straight, her back away from the chair.

"You look taller in that chair," comments Jiang, the Steel Syndicate representative. The other chairs all appear identical, but Yu does look taller than she is, as the other board members are free to slouch or lean back in their chairs.

Yu picks up her tablet computer and looks it over. "So, I've seen this done before on the stream, and I have the itinerary on my tablet, but before we go live can someone tell me what I'm supposed to do?

"Your job is to moderate the discussion," explains Chao after no other member is forthcoming. "If we get out of line, you tell us. You also monitor what topic we should address and any policies coming to a vote and change the topic of discussion It's all there on your tablet." He gestures to his own tablet. "Watch the feeds and you'll be fine," he reassures her.

"Everyone ready?" comes a voice from the black void around them. Yu jumps slightly at the voice, glancing around the table for its source. The board members give a chorus of "yes."

"Ready here," says Chao.

"Okay, Chairman, you ready for your first day on the job?" asks the voice.

"Who are you?" demands Yu.

"Don't worry about me. I'm the director. I just run the cameras, " says the voice. "Are you ready?"

"I suppose," Yu confirms.

"Going live in..." the voice begins to count down, and as he does, white numbers appear on each of the members' tablets.
"five,"
"four,"
"Three."
The voice goes silent, and the countdown on the tablets finishes in silence.

When the countdown hits zero, Yu begins to speak, her voice confident and charismatic.
"My name is Chairman Guang Yu, and this is the Board of Directors, with representatives Chao, Gang, Jiang, Lin, Ji, and Mei. Our first item of business is..."

Yu glances down at her tablet for a moment, scans quickly through the column of votes coming in from the people, then picks the one off the top and finishes, "Foreign policy."

Kingston Urban Block – Industrial Zone Delta


The factory floor teamed with life – robotic limbs mixed with human forms whirled around the vast open space. The robots did the heavy lifting, the welding, the intricate details, and in all honesty Marcus Aris thought they were in all ways better than the people who flitted between the vast machines. The robots were smarter, faster, more diligent and delicate – in all senses better than their human counterparts, and if it weren’t for the PCEC he’d have fired anything with a heartbeat and replaced them with beasts whose hearts beat in rhythmic step with one another, pulsing as fast as the AC charge could zip though their systems.


His eyes flicked this way and that, surveying his little kingdom – or at least one of them; he owned a dozen factories, and this was by far the smallest. It was however his favourite. Built in the industrial zones outside of the Kingston Urban Block over fifty years ago, back when Aris was a young man, it represented the beginning of his meteoric rise to power. He’s started a small manufacturing workshop, producing the cyber-ware at a time when the market was relatively open. The major companies – the few that had survived waves of economic tumult – were unwilling to enter the new, and potentially exceedingly litigious, field leaving it wide open to entrepreneurs like Aris. From then on his fortune had only grown – like Midas, everything he touched turned to gold: he was the first to innovate with this new piece of tech, he was the first to snap up a new prototype gadget, he was the first to hire the scientist who had this year’s bright idea. The rise of the PCEC’s ‘economic unity’ program had barely even dented his industrial empire, and the foundation of the USCR had gone so far as to strengthen his hold on the now saturated market. He was a titan of ‘Socialist Enterprise’, a hero of the people whose sleepless nights were spend devising new ways to grow the economy and create new jobs for the ever increasing human workforce. In fact Aris slept quite well most nights, though he would acknowledge brief bouts of insomnia when a new product was being launched or when there had been a fault on one of the production lines.


Aris sighed and turned away from the vast glass pane and flicked his fingers, applying the little orange flame that sprung from the tips of his thumb and forefinger to a fat cigar made of the finest Cuban tobacco. He’s always enjoyed smoking, and as the availability of farm space had grown ever scarcer he valued his little extravagance even more – as to smoking’s ill-effects, lungs were cheap, vat grown from his own cells; he had at least two pairs on ice, one in Havana for when he was on government business and the other in Kingston when he was engaged in his own private enterprises. As the smoke drifted lazily into the air, before being drawn inexorably into a ventilation duct, Aris slumped down behind his desk, lounging in a synth-leather chair and began to devise a new ‘efficiency’ scheme by which he could replace a few more breathing workers with some of their metal counterparts.


The small PDA built into his wrist bleeped: apparently the ‘lord-high President of the Socialist Republic’, Aris had never liked the man, had called an extraordinary meeting of the Island Congress. This was an unusual move from the leader of the Union; normally extraordinary congresses were only called when the USCR was under threat, either from natural disaster or military assault and Aris had had no news of either. Aris didn’t like it when circumstances caught him in a state of ignorance, and apparently the otherworldly, high-principled, moralising leader of the Union knew something he didn’t; something so important enough to have him and his fellow Congress members summoned to Havana. Walking out of his office and along the catwalk that spanned the gulf across the factory floor, from his office to the launch pad at the end of the factory, Aris pondered what might sudden issue might the cause of the entire disturbance. A new initiative was unlikely, as most of the major government business had been completed in the March Congress. A major crisis? Again that was improbable, he’d heard nothing about it from his contacts in the international business world. Aris hoped that it might be an announcement that the President was seeking a successor, that the old bastard had finally decided to let a younger man take over – younger men were always in need of guidance and Aris fancied himself the man to give that advice. Unfortunately, Aris doubted that the President would ever give up the ghost - he was just too damn stubborn to let his advanced age affect him. No matter what, Aris had to admire Oliveira’s tenacity – they were together, two old men in a world built for the young.


His boots clanked on the metal plating of the helipad as he climbed aboard his heliplane. Keying the intercom he told the pilot that he was ready to go, and the plane lifted slowly into the air before engaging its forwards jets and darting forwards across the urban sprawl. Lazily the craft drifted around the vast bulk of Kingston and began to climb over the sea before banking round and flying north-north west to Havana. Aris relaxed in his sleep and let the whisper of the engines lull him to sleep.

Havana Urban Block (HUB) – The International Park


Havana sat like some bloated skyscraper on the landscape, all dark concrete, steel, and glass, a vast block of metropolitan life. While its outer casing may have been dull and monotonous, what it contained was life at its most concentrated. It had been a miracle of its day when it was first built - the Government had taken a pile of smoke, ash, and rubble and fashioned it into thousands homes, hundreds of enterprises, and dozens of public buildings. It was a warren to some, a hive to others, a monstrosity to those whose antiquated desires drove them to live in the countryside, but to all that lived inside the block it was home. It had everything its citizens needed – except, on occasion privacy. Anyone who lived in Havana was accustomed to the feeling that there was always someone within a couple of feet of them, either above them, below them, of just around them. The few large open spaces that the block did have were crowded and bustling all day and night. The Central Market was always busy, with the cathedral at one end and the Assembly at the other, and a high vaulted roof far above them. On the floor of the Market was chaos, organised and regulated, but still chaos at its core, a blistering dance of money, goods, services, and information. People met, talked, quarrelled, and, in one more interesting evening, made love in the Market (the last was swiftly broken up, much to the displeasure of the crowd that was the Market). Around the columns that held the roof – and the floors above the Market – were stalls selling everything on this earth: spices and cigarettes, clothes and computers, anything that could be sold was sold, anything that could be bought was. Smells and sounds assaulted the senses, the constant bustle and boom drifting up and up to the vast extractor fans that drew the scent of humanity up and out through the vents which poked out of the sides of the block like so many open mouths.


High above the tumult of the Market, high above the chaos, was a place of tranquillity. The International Park was the final part of New Havana to be unveiled to the public – a lush garden, a fragment of the old world where all was green and living. Open to the public it served a double purpose: firstly and foremost it was a place of calm, high above the storm that was the block, housing many of the city’s public buildings – the central library, the president’s residence, the University’s main buildings, and the Congress building which speared up into the air at the centre of the park, it’s thin tower piercing the vast dome that covered the park. Secondly it was part of the vast self-contained eco-system that was Havana – a measure to relieve the air scrubbers that operated at the intake and outtake vents, a symbolic gesture of man’s symbiotic relationship with the planet.


Dr. Miri Yadin sat at the edge of the dome watching the sun slide over the horizon, feeling the sea breeze tickle her bare ankles, listening to the whispering plants waving listlessly in the slight wind. This was a little tradition of her own, a private ceremony, an acknowledgement of the beauty of nature. In all truth it was also a way of calming her nerves before the ordeal to come. She felt the light buzz on her wrist that announced it was time to start work. She stood, stretched her tired limbs, tucked back an errant strand of silver hair that had loosed itself, and picked up her dark leather satchel. It had been her father’s and his fathers, and old and faithful servant of the family which had been born in a small workshop in the backstreets of Neve Tzedek in Tel Aviv. When Miri was young, only four or five, she had always waited on the beach for her father to come by, walking along the promenade from his office in the heart of the city. Then, every day without fail, he’d be there, just as the sunset, walking along carrying that bag stuffed with documents and blueprints, enjoying the last of the day’s light. She’d run up to him and he’d be surprised that his little Mimi was there to greet him, even though she had been there yesterday, and the day before, and the day before that. They’d sit and he’d tell her about his day, and she’d listen, understanding little but just enjoying it, her little legs swinging up and down as they sat on the edge of the promenade on the edge of the beach, watching the sun set. That was before they’d had to leave, before the dark days. She was old now, older than she’d like to admit, and she had children and grandchildren of her own. One day she’d pass the satchel on to her son, and he’d pass it to one of his children, though, Miri thought, god knows how he’d be able to choose which one of his little ones he’d give it to.


She shook her head, cleared her mind, and focused on the task ahead; the conclusion of a lifetime’s work, and a meeting with the President and the National Congress. She began to walk along the synth-stone paths of the vast garden, a quick step, past green fronds and sweet smelling flours, until she broke from the tree cover, and stepped into the large paved clearing that surrounded Congress. It shot up, towering over her, a thin needle of glass and steel; open to the eyes of everyone in the park - floor after floor of office and conference room, until you reached the top of the dome where a fat disk of steel was joined by the glass that surrounded it. Inside was the Congress Chamber itself, and that was her destination.

HUB – The National Congress


Andre Renard was unused to the atmosphere he found in the Congress Chamber. He didn’t exactly feel welcome in such a grand, ceremonial room such as this. Small studies, practical places, musty libraries, these were his environs. But, this was the order of business, this the task at hand. An order from upon high must be obeyed, no matter how uncomfortable it made him feel. There was a certain elation stirring in his heart, a glee to finally be standing in such a historical place, at such an important time. He looked forwards to the opportunity he would have to write about this day in the memoirs he would almost certainly write. “Motes of Time” he’d call it or perhaps “My Story of their Stories” - he liked that one, it had a certain humour to it that appealed to him, but the first had more gravitas, more poetry to it. Renard’s reverie was broken by the sound of the doors opening and of Congressmen and Congresswomen entering the Chamber. From his seat in the President’s Staff’s seating area, his eyes flickered from face to face, putting a name to each of the bodies which walked into the hall and began climbing the stepped rows of desks and chairs, sitting at their nation’s allotted place. Here, Renard’s eyes rested on a few faces, darting from one to another, were the representatives of Haiti, there those of his home Martinique. More and more poured into the Chamber, the seats gradually filling. Glancing around he saw that he President’s scientific advisor had taken her seat a row behind him and several seats to his left. He smiled nervously and nodded welcome to her. She was a small woman, with grey hair tied in a bun at the back of a head. One strand had drifted out of it he noticed, and she seemed to be apprehensively clutching at an old bag, fingering the silver catch on its front. He started from instinct to pull up her history: Israeli born, fled the country in the troubles, family moved to Jamaica, studied Bio-Technology under Professor Zeine, currently head of the government’s Cyber-Engineering Research Department, and the star of today’s show. Soon the Congress hall was at full capacity. All the participants were there save two: the President, and Marcus Aris the noted industrialist.


Finally there was a click as the door behind the podium opened, and President Fernando Oliveira entered the room. He walked with a cane, damage to his leg sustained in the Santiago riots of 2066 had left him with a permanent limp, but his back was unbent despite his many years. A man of medium stature and a slight build. He wore his usual unassuming suit of dark cloth, an anyman’s suit that could be bought for a week’s salary at any of the tailors in Havana. Under a thatching of grey hairs his eyes still burnt with the same fervour that Renard had seen in the old recordings of his speeches at the founding the Second Socialist Republic of Cuba. Renard had written the book on his reconstruction of the republic, and had been invited here to serve as a first hand witness to the next era of the state. Slowly the President walked up to the podium, hooked his cane onto its edge, griped the sides, looked into the audience, and stood silently for a moment. The room was in a state of expectant hush, the TV cameras at the back of the hall with their red lights shining waited to transmit this speech to the city, the country, the Union, and the world at large. Then the doors burst open and Marcus Aris strode in, shattering the atmosphere like an icebreaker shattering thin ice. He was tall, dark, and still as powerfully built as he had been in his prime, with a suit that was so impeccably tailored that it made the President look like Oliveira had just got off a bus from the countryside, entering the big city for the first time in his best clothes. The first Congressman for Jamaica had finally arrived. A light susurration went round the room as whispering figures conversed and argued- was this some slight against the President? The animosity between the two was common knowledge. Or was Aris merely late, held up by the storm front that was moving in? Aris himself refusing to acknowledge that he’d interrupted anything leisurely walked up the steps nodding some, smiling at others, and took his place.


Once again all eyes were on the President. The man smiled, nodded at Aris, made his opening greetings and began his speech.


“Comrade Congressmen and Congresswomen, Comrade Citizens, members of the international community, my greetings. This is a momentous time for the Union and for the world. Things have begun to move, old orders smashed, new orders built, great dreams promised, and terror bringing plans schemed. We represent the final bastion of a dream, a dream of the centuries, a dream of a new world free from suffering and control. The comrades of the past all strived for this final objective: utopia. Some did so with a clear conscious and an open heart, some did so to further personal desires.


Today we are further from this goal than our predecessors ever were. True – we stand firm, we stand true in our efforts to help mankind free itself, for look what we have wrought! The cities and buildings we have built stand monument to our achievements, the advances in science and technology that would have been miracles a hundred years ago prove how far we have come. Yet, if we look beyond the walls of this fair city we see pain and misery. The recent news from France is merely a variation on a theme. The great Amazon is dead, vast swathes of the world is ruled by anarchy, a multitude of once noble nations have fallen to corruption. When once I was glad that the United States of America fell, now I mourn its loss. Yes, Comrades, the collapse of our oldest enemy all those years ago should rightly be mourned, for at its heart beat a symbol of the freedom of man – “life liberty and the pursuit of happiness” – these words were at its core, however calcified and corrupted by the bloat of international capitalism. These words are lost, replaced by a maelstrom of conflicting interests and petty empires sparring for control of the continent. Our lost brothers and sisters who in days of old departed these lands for America in the foolish hope of a better life now see the error of their ways.


This begins the point of this special Congress. No more shall we stand idly by! I open our boarders to any who can prove that his parents or grandparents came from these Islands. All are welcome; all can find a place in our society. Secondly, I open our hospitals to any who can reach them. I thank Congressman Aris, whose company has partnered with the government’s medical research division in creating a low-cost, high-impact program of medical assistance for those who reach our shores. Finally, today begins this Union’s policy of research-sharing. The University of Havana is offering a bed and a blackboard to any who is willing to come and share in the spirit of an open community of scientists. Let the walls of ignorance be thrown down and let enlightenment shine forth. We shall be a beacon to the ages, a lighthouse of bright knowledge in a world of swirling darkness. Thank you Comrades, I now open the floor to discussion and questions.”


Within a heartbeat the room was buzzing and the debate continued for several hours. Eventually it began to die down, and as the clock struck midnight, the President declared the session closed, thanking the members for attending and declaring that the June conference would be happening on the same date as planned. Leaning on his cane the old man slowly walked out of the hall into a new future.

Explosions, ruined cities, and smoky skies dominated the screen. The camera swung around the corner revealing a couple of dead children as their parents were marched away in chains. There was a scream in the air as the next wave of artillery came down as squads of blank faced soldiers mercilessly gunned down civilians. Finally a solider spotted the camera, aimed and took fire.

"Looks like the situation with the Huo and the Shui is most pressing," she says, and her aides connect the board to the Shui.

"People of the Shui! The people of China recognize your plight. You wish for peace and freedom, and you have bountiful fields fed by the beautiful Xiang river, and thriving metropolises set free by your progressive and modern government."

Cease your aggression and enter into a trading agreement with the Shui in exchange for protection from the vultures that circle them, eager to feast on their rich technological and agricultural bounty. This ensures that you benefit from them, and they benefit from you, with no loss of life or needless destruction of property."

"Next item... is the Mongolia issue."

"The people of China would like to know if you plan to attempt to invade our northern provinces. We request that you do not, and we back our words with the force of our army. We will defend ourselves and our freedom."

Yu glances at the tablet, and smiles at the response. "China remains strong!"

"Well, that was pleasant. Do any of the delegates have any issues?"

The delegates consult their tablets, and one by one, shake their head. "Generally favorable response," comments one of them. "Down a bit among some groups who favor military intervention, but you're doing well."

"Good. Next, is... Nippon."

Nippon
People of Nippon! The people of China recognize your plight! Your economy is struggling to keep up with the rapid pace of technological advancement, yet you keep hope of a brighter tomorrow. We respect your national pride and independence, and would like to make right our past differences and form a research agreement which would benefit us both."

"Now, on to other things. Looks like... education. Delegates, you have thirty minutes to debate."

The debate begins, the Delegates consulting advice from the Syndicate members they represent, who speak for the Unions, as well as raw numbers from the people of the area they represent. There are disagreements, and raised voices, but in the end, they find a consensus.

"And that is time," says Yu. She hardly had to intervene, as the delegates had stayed almost always on topic, and were usually civil. "The consensus is: Education is the future. We must invest in a strong education infrastructure so that as we face the problems of today, we are also preparing for the problems of tomorrow."

A spike in approval ratings shows that the people agreed, and it is law. Details are hammered out, and a vote is passed to the people. It passes with a sweeping majority.

"Next item, environmental issues. We face a degradation of the environment as our cities become more crowded and the ocean becomes more polluted, making food even more scarce. This is a global issue, and we should look for global solutions."

There is a debate, and a consensus is reached. A vote is passed.

Order of Shields
Your idea has merit. Almost all major cities are on the ocean. Cleaning the oceans would have immeasurable long-term benefits economically, culturally, and environmentally. We would like to make amends for our former industrialist regime. The people of China want clean air to breathe and clean water to drink, and this is where it starts."

"We offer aid in research for your project, and will speak with Nippon about surrounding their islands with these artificial reefs. Another possibility to consider could be the use of engineered algae. Algae can be used to clean the air and water and as a source of food. Obviously caution would be necessary to prevent a red-tide scenario, but our researchers suggest that it is a viable option."

The screen turned dark and the Director of Social Sciences pursed his lips.

"Seems a bit short." He says.

"No worries, the flick is more about reminding folks that war is about to break out, and that we are available. No sense it putting in more effort when it's not needed right?" an obese young man in a classic Hawaiian shirt said.

"Fair enough. Now we've just got to decide on a focus group."

"Sir?" a young women in a suit asked.

"This will be a much more effective message if we restrict it to one region, a world wide broadcast might work, but repetition will lessen the impact. Particularly since focusing it will allow us to color the 'invading forces' in our advertisement to an antagonistic faction. Now let's run down the list, starting with region 1."

"Well there is the conflict between Neo Confederacy and Manhattan. No open conflict yet, but they are gearing up, and that means we could land a nice cushy security gig right now." The women said.

"No shooting means no combat bonus. Plus it's on the other side of the world, which might create logistical difficulties." her partner said.

"Distance isn't a problem and we can include logistics for our troops in the fee. Money wise we might be able to convince the NA factions to get into a bidding war, or better yet a cold war. The longer they keep gearing up the more troops they'll hire from us and the longer we can squeeze them for money." The women shot back.

"It has potential, but it would be a challenge on the advertising front. I'll keep it in mind. Region 2?" The director put in.

"The Amazonians would love to hire us, but I doubt they could afford us. Brazil might be an option though."

"I concur. Moving on to region 3."

"Nothing worth speaking about. France won't hire us unless things get out of control, and by then I doubt they could hire us."

We would like to point out that the Great Barrier Reef is in fantastic shape right now. As such we feel well suited to advise you on how to help the recovery of your own oceans. It is simply a matter of discipline. You take the maximum sustainable yield, halve that, and have strong punishments to anyone who goes over that limit, even by accident. Same with many other environmental problems. Then it's just a matter of waiting. Of course we would be willing to explore a more speedy solution if you were willing to sponsor our work.

First, I am glad that we could be of service to your people. It fills my heart with warmth to know such still goes on an pray that it continues to be so.

It is truly unfortunate to hear that you are in such a plight, but that is the unfortunate side-effect of the world we all live in. That said, I will be more than pleased to send some military assistance. It won't come without cost however. Overall, it is to be a small force, but one that can fortify and hold out against nearly anything conceivable at this point in time. We will need local resources to build such fortresses, which you will have to supply. Being a relatively small force at the beginning, it should only require a likewise small expenditure. Over time however I would like to request permission to be able to recruit from the locals in The Wasteland not only as a labor force(hence minimizing your costs), but also providing my forces with a local militia to reinforce their own units.

The ending result would likely be a line of small, but significantly powerful fortress cities that are nearly self-sufficient. Not only should this stabilize your borders against one of your neighbors, but it should also provide you with an excellent framework for your own region to expand in time.

Other than this, access to local labs or manufacturing facilities for a short period of time would be greatly appreciated but not necessary. Overall, if you are willing to accept this plan, I will go ahead and try to establish contact with friendly forces in The American Wasteland.

Yes, we are still in agreement for such. A representative will be sent as soon as permission to do so is attained. The ambassador will have a small honor guard however numbering four people. Hopefully this is acceptable.



Algae has been considered but thrown out until we can learn how to control it. However, if you are able to help provide research on growing a new strain, possibly viable in places like the Red Sea where containment wouldn't be too much of an issue and could be farmed on a large scale, we could see this as being quite helpful.

That said, we believe the reefs should come first as they will provide a solid base for wildlife to grow first. Any and all help in building these will be greatly appreciated. We still consider the Mediterranean to be the ideal starting ground for reasons already given, however there's no reason to go straight to the Yellow Sea afterward. We also recommend that perhaps you should look into harvesting the silt run off in your area as it should provide with excellent fertilizer for agriculture.





We have thought of such sentiment and will indeed be enforcing similar laws nearby, but don't believe it to be viable on a mass level, especially since the project is likely to contain elements from many different countries, factions, and parties. If we try to strictly enforce how other's fish without their knowledge, that could create a rather tense atmosphere and one we wish to avoid.

The Great Barrier Reef was brought up as an example. Even if it is in relatively great shape, can you not say that you would like to expand it? Perhaps even turning it into a true barrier physically. Such an idea does have it's merits, doesn't it? As to sponsoring what you do, the moment we need mercenaries, we'll be sure to call upon you. We don't need such at this time, but undoubtedly will sometime in the near future.




If even half of what the news said about the internal situation of your country, then you have my deepest sympathies. We believe that the Reef Project is a way to relieve at least part of it however. If you are able to provide a small financial backing, we can be sure to put the first reefs in your maritime area. It won't be an immediate fix, but it should provide a solid foundation for further efforts to build sustainable farming. All we ask in return is a little financial help with the project and some good words said publicly about it.

The tears in the rain



The peculiar sound of helicopter rotors rang in his ears. It was one of those aspects of nature that had come to mean very different things to the veteran soldiers of the government in Guinea, and to the tribesmen of what was once known as Mali. To the former, it signified safety, close-air-support, reinforcements. It was the sound of their homes in military facilities, the sound that accompanied them when they went out to the fields. To the latter, it was death and pain, flashes of light and explosions, constant hounding from the sky as they scattered and fled. It was the death of their thousands of years of culture, once again under the yoke of a friendly invader. Every time one of those angels of death was brought low, the tribes celebrated.

To Thorn, it meant little else but a vantage point and a convenient transport. He endeavoured to ascribe no qualities to things that they did not possess. It was a rebellion of sorts against the tyranny of the human nature that drove them to such depths as he had witnessed here. Deft hands clicked together the pieces that made up his camera, stabilizing it as well as he could on the tripod mounted on the chopper. It had taken weeks of convincing to get the commander of this force to let him bring it along, and he was not about to waste the opportunity. As he crouched into position and started focusing on the battlefield below, a short burst of gunfire whizzing past the aircraft made him involuntarily pull his body back on the floor. Shaking his head, he readjusted to lean out and see through the lens the hell down below.

A small village right underneath the chopper was burning. He did not know who had set it alight, both sides claimed it was the other. Regardless of the fact of the matter, the violence in the surroundings of the area had intensified in the past weeks. Several ambushes had caused major casualties among the soldiers, and now an operation was underway to cleanse the forest of insurgents. Not that they would not be back in a few weeks, but it was the principle of the thing, he supposed.

This had once been a large expanse of forest called the Baoul National Park. It was scarred now, and unrecognizable, but Thorn had a passing thought to overlay some old pictures of the natural wealth of the region, now forever lost, over the scarred and burning landscape underneath. He filed it away for further consideration. It was time to focus. The chopper launched a salvo of rockets into a copse of trees, silencing the tracers flying out of it. Then it started to descend on the clearing next to the village, to ungorge its cargo of men and weapons. Thorn packed up the tripod and the camera, and ran down the ramp after the soldiers.

Lying down in a muddy ditch as bullets flew overhead. It was an iconic scenario, the sort of thing that everyone who had never experienced it thought of when imagining war. Thorn cursed the shackles of his body over his mind were still strong, as he began to shake off the shock that had frozen him in place. He'd been advancing behind an assaulting squad when the enemy had opened up on them. The sergeant leading the squad had slumped down next to him, with a hole in his throat. If the noise in the chopper had been loud, this was a hellish cacophony of gunfire, shouts, screams and the crackling fires all around. It took him a moment, but he conquered his fear, and crawled further away from the corpse to get a better view. A good picture again, a hostile machinegun emplacement opening fire directly in front of him. Maybe with this, he could finally get through to those at home. This, and the other pictures from the field. It was a dim hope, but it was the only one he had.

A soldier leapt into the trench, spotting the corpse of the sergeant. Without a word, he crawled over to the body and started digging through his pack. Radio, grenades and extra magazines - all meant life in a situation that would otherwise be death. Valuable commodities in this time and era. He spoke into the radio as he went, muttering unintelligible streams of expletives inbetween orders and questions. Another picture.

The machinegun emplacement exploded, gravel and splinters falling down from the sky for several seconds afterwards. One more strongpoint cleared. Thorn again noticed the trend of his thoughts focusing into shorter, sharper impressions in the heat of combat. Even though this time he held no gun, and no responsibility over the life of his friends or the death of his enemies. A conscious effort was required to calm down once more. He reminded himself again why exactly he was spending years of his life away from his woman, here in the trenches and potholes of western Africa. Why was it...

One of the most divisive topics of Cradle politics, one almost every citizen had a position on, was that of interventionism. The opponents brought in an endless parade of historical parallels of varying accuracy, espousing the belief that participating in violence would always result in the spread of violence, not the end thereof. The proponents, on the other hand, painted pictures of the horrible conditions and conflicts that exist on Earth, sometimes truthful and sometimes less so, speaking of how with the resources and enlightenment of the Cradle these could be alleviated and the suffering of uncounted millions eased. Was that not the duty of a moral human being?

The Eulers had initially felt they matched very well, a loving couple. But they had their disagreements, the most prominent being on this very matter. Roze Euler had experienced war and conflict in her childhood, and felt that to avoid such trials the Cradle should be a bastion of peace and diplomacy, enabling peaceful resolutions to wars by acting as a neutral arbitrator. Thorn Euler had experienced war and conflict when he was a young adult, and he felt that some people, some leaders and some regimes had to be cut short by force, to allow the healing to begin. That there was no excuse for someone with the ability to end suffering to sit by in fear of messing up. Once they had found out they could not resolve this difference by talking, they resorted to shouting, sullen silence and the slamming of doors.

Finally, they had broken up. Roze had risen in the hierarchy of the Minds, as Senai himself had taken up the policy of peaceful resolution in his old age. She was more assured of her infallibility than ever. And Thorn, equally certain of his righteousness, had left the country. He was to plunge himself back into the fires, and bring home the reality of war, show those who hid their cowardice behind a mask of false altruism what was really going on out there. Ensure that the truth could no longer be ignored. This was four years ago, and he had regretted his choice more than once. But those were moments of weakness, and he had never really considered giving up. Some day, he would return either with his shield or upon it.

Back in the camp, he worked on his equipment. It took more cleaning and maintenance than the guns of the soldiers, which was no mean feat given how long every infantryman spends ensuring his weapon functions properly when needed. But the pictures were good, and he carefully picked the best of them, adding them to his collection. Various others were sent to news agencies in different nations - this was how he kept himself clothed and fed out here. A short ringing tone emanated from a pile of his dirty laundry, and after some digging he brought out his cellphone. A message from a contact? No... it was from Roze.

He stood there for a moment, not moving a muscle. This was the first message from her since he'd left. Flicking open the phone, he selected the message, viewing the first line.

"Thorn, you must come back."

What was he, a loyal dog to be called home when the mood took the owner? It had been years, without a single word, and this is what he got? He gripped the phone tighter, about to fling it to the wall, when his eyes finally registered the next line.

"Senai is dead. The Minds are reorganizing around the new situation. If your voice has any value, you need to push it now."

Senai. He was old, yes... but his death still seemed unfathomable. He had been the pillar at the centre of the Cradle since before it was called Cradle. For his entire life, the opinions of the man at the top had been listened to with a kind of reverence, despite all the attempts to defeat such hero-worship from forming. If Senai was dead, he might indeed have a chance. Maybe the only chance he would ever have, an opportunity to really affect how his people thought. Hadn't he gathered all this material for this purpose? Why would Roze send this message now, she was a political rival in this game...

Never mind. The next flight would be next morning, and he did not have a moment to waste. A smile spread on his face, one without warmth or joy. A nasty kind of smile. It seemed like the old joke about his name was going to come to fruition. It was time to be a thorn at the side of the Cradle, until they changed their heading.

It was time for him to go home.

The storm raged outside the dome, lightning flashing and thunder crashing, blustering against the glass panels that protected the eco-system within from outside influence. In the President’s residence the storm was barely noticeable – they had a storm of their own within. Normally at two o’clock there was little movement within the diplomatic offices that made up the East Wing of the building, but today there was a cacophony of activity. Electric messages flew as fast as the speed of light would allow through the air and computers received and sent as fast as their processors would allow. At the heart of the storm in a little world of calm sat the President delicately assembling diplomatic messages to the various nations of the world, speaking out loud to the battery of typists and secretaries who were transcribing his words. Behind him the storm continued with, every so often, one of his advisors for military, scientific economic, or cultural affairs entering this zone of tranquillity to give him a message, or point out an error in his recollection of a fact – the President despite what many of the Comrade Citizens thought, was only human. In the offices around him the messages were received, improved, augmented with fact and argument, and then translated and dispatched to the four corners of the world.

The world could once hold games every four years, games, for whose duration there would be no war, no conflict, on pain of divine retribution. Those days are past. Today we must accept that such international co-operation is impossible, but let it not be said that we did not try to bring them back. The United Caribbean Socialist Republic would be proud and honoured to host the first International Cricket Competition for over a decade in Kingston, Jamaica. Conference in the Cradle [Great Britain, the Order of Shields]

As the representatives arrive, they are given every courtesy. The option is presented to stay in a high-level hotel, or to remain within the embassies. Ceremonies and discussions of some low-level points of diplomatic treaties and such fill the days, along with various cultural events.

Compared to that, the actual meeting that is the true reason of the visit is an understated affair. At one point, the top members of the delegations simply find their schedules artfully, without any specific mentions, direct them into an official-looking room with a wide conference table, some large screens and enough room for everyone to seat themselves comfortably.

On the Cradle's side of the table, amidst a small number of aides, sit the three major players you've been acquainted with during the past few days. Roze Euler, Naib Enwyn and Henry Strauss. The latter two are senior figures in the diplomatic corps of the Cradle, seasoned veterans of many negotiations and conferences, while Euler is one of the rising figures in the Minds. Political analysts peg her as a prominent Dove, so it is quite curious as to why she is present in this particular room. However, the Cradle is known for being politically unpredictable sometimes.

Naib is the one to greet the delegations.

Katenka Maslov had learned a long time ago not to be late to her meetings with the Collective. It was not that they issued punishments for a lack of punctuality, or even that they said anything in condemnation; it was just that the AIs, being both digital consciousnesses and scientists of one kind or another, tended to see the world as data, and when an appointment was entered into their system they expected that that schedule would be kept, in the same way that they expected the sun would rise in the morning. They just didn't understand when she was late. They knew that she hadn't been held up by traffic, because they controlled the flow of vehicles throughout the city with exacting algorithms that kept the streets moving quickly, and they knew that her train or plane or chauffeur hadn't been late for much the same reason. The only real excuse would have been that she had forgotten about the meeting, and the Collective had been digital for so long that they had forgotten what it was to forget things.

Maslov had not been late for a meeting in twenty years, a fact that she knew none of the Collective noticed but which she was nevertheless quite proud of. It was one of many little details she managed for them that they did not realize she was taking care of. Thus did things in Moscow run smoothly, under the watchful eye of the Collective and the guiding hand of the Russian Security Service.

"The situation is intolerable, Marshal," said the electronic voice of Doctor Nikolaev. "Are we or are we not the Russian Federation? Wastelands and poor, joke nations are not the legacy we were supposed to leave."

"I understand that, Doctor," said Maslov, with as much patience as she could muster, "but the fact of the matter is that we are not the Russian Federation. We do not have the resources to deal with the warlords and petty feuds of eastern Europe, no matter how much we might wish to intervene."

The colors generated by the visualizer roiled incessantly across the monitors. Supposedly the visualization program was supposed to give some insight into how the AI was feeling at the moment, sort of like a human face without the need for the impossible task that would have been programming an actual face to react to the subtle changes in the intelligence's mood, but Maslov had never really been able to figure out what it was supposed to be telling her. She had other ways of reading the AIs.

"That as may be," said the voice of long-dead Nikolaev, "but we still believe we have a duty to our ancestors to at least attempt to preserve that which they worked so hard to earn. Surely you realize that these fractious areas would be better off under our control? The RISK program alone would be a significantly stabilizing influence."

"'We,' Doctor?" Maslov asked. "Is this your decision or the decision of the Collective?" She looked around the room at the other monitors, fifty-four in all, each with a separate visualizer displayed on it.

"That is the will of the Collective," said Nikolaev, and fifty-three other voices.

"As you say," said Maslov, bowing to the inevitable. "I will draw up a plan. With your assistance, of course."

"Naturally," said Nikolaev, and one by one the screens went dark.

Conference in the Cradle (Knights, Cradle) [PM]?
The British delegation is smartly dressed and professional. The men who matter in the group can split roughly into the financial and military advisors. The financial advisors seem more interested in the free drinks and hotels than in the real cause of the meeting, and most of them do not make it to the real negotiating table. The military men on the other hand are filled with a nervous energy, a mix of hope, ambition, fear, and panic, that makes them stand out from the others. Only a few of those seem veteran enough to have overcome such panics. One of those is the leader of the delegation, a mid-level Director by the name of Jacob Walters.

Walters is a hard man to place. Soldier? He went on a single tour, but never saw real combat. Banker? Again, he has his position in the corporate structure, but no-one seems to quite know what he does. Diplomat? In a way. He has served in the Union's Foreign department for a number of years now, and it seems he is a man that can be relied on for.. discretion.

The other member of the delegation who does not seem to fit the groups is a woman. She doesn't seem to socialise with the bankers, or the strategists and soldiers. If anything, she can be occassionally seen talking to the corporate security types that trail the team, but again, she does not wear an earpiece, or seem to carry a weapon. The question of what exactly she does seems it will go unanswered, however, as she does not appear at the meeting.

Instead, Walters is aided by a handful of his military men and a single financial adviser, who occasionally mutter to one another, but allow Walters' to direct the conversation.

"Indeed. Thank you for your hospitality. Yours is a beautiful country, even more so than I expected."

The delegation from The Order is small and quiet during their stay. Numbering only five individuals, they don't eat anywhere fancy and keep to themselves until the meeting starts. Once it's time for the meeting though, all five are dressed in their ceremonial garb that appears to be quite a bit more functional than it should.

As they make their way to the room, people will notice that four of the individuals looks almost like modern-day knights, wearing ceramic plate "mail" and carrying a large tower shield across their back. They had to have been picked for sheer size and strength because not only would their gear be incredibly heavy, but each is well over six feet tall, broad shouldered, and heavily muscled. Their entire suit is pure white and they even have cloaks that billow out behind them. Besides short blades on their left hips that rest in scabbards, they seem unarmed.

The fifth figure is much smaller, about five and a half feet, and older. He's a wizened old man wearing a white dress uniform and no armor. Even so, he's an imposing individual with a heavy looking canethat has a brass knob on top and a thick black beard that's graying on the sides. He's likely in his fifties, probably close to sixty or older. His wrinkled skin is covered in discolorations from scars and sun poisoning in his youth.

Out of respect the man leaves his guards outside of the meeting room before entering alone to take a seat. Once seated he takes a small look around as he pulls out a small pair of reading glasses. "I am Lord Justin Alvara of Istanbul and it is a pleasure to be here. It is a lovely place. I hope we get to see more of it in the future."

"That was not my intention. You have my sincerest apology. I merely meant to request that you allow our ships through your waters. If you wish to be involved in the trade agreement in exchange, this is most agreeable. Let me speak to Singapore about it."

Greater Singapore
"This sounds like an excellent idea, and we are fully willing to negotiate with your head of state. One potential issue- the most efficient trading routes would have to pass through the Isle Cartels' territory, and they wish to be involved in the agreement. Otherwise, it looks like we would have to go the long way around. Is this agreeable? If so, I can bring them into the conversation as well."

"Well handled," comments representative Jiang. The others nod, seeing similar numbers.

"Now, how are we going to deal with Mongolia?" asks Yu, grinning. She's enjoying this.

"Let's ignore them," suggests Ji.

"They say they won't negotiate with the people, only the government," Chao says. "Seeing as our government is the people..." He left the rest unspoken. The other delegates agreed, almost unilaterally.

Nippon
"We have been speaking with the Order of the Shields about environmental engineering, specifically a means of revitalizing the oceans. The Yellow Sea and the Nippon Sea [sea of Japan] could become bountiful and beautiful once more, should you wish to undertake this venture."

"We are also interested in communications technology, if you're interested with something with more short-run returns. Our government functions as a result of our secure system connecting the people, but to ensure safety and security in this time of rapidly advancing technology, it may be time for the great firewall to rise once more."

We will be undertaking both ventures, but it is up to you which you wish to collaborate on.

Region 4 NPCs
You receive no reply from either New Dawn (unsurprisingly), and South Africa. The other three however show some interest.

The Western Conglomerate is interested in hiring (1 Military) to place on their border for security purposes, for an undetermined amount of time. The purpose is to dissuade any conflict that might arise from Congo and Egypt to spill over into their territory. They are the weakest of the three easily, and it's likely they think you'll send more troops on your own should your mercenaries be attacked. Clever, but not subtle.

Egypt Reborn is most curious about an agreement, though they aren't immediately accepting. It seems like they'd be into all or nothing, if they use your troops, it'll be for war, not just a show of power. They want to make sure that the Academic Alliance is up to the task should "Congo start a conflict".

The Congolese Empire is similar in that it doesn't immediately sign a deal, but they want to know what 3 military will cost them. It appears their strategy is to delay any conflict for now, likely believing an extra 3 military is enough to balance out the difference between them and their rival.

Your advisors inform you that both major African powers will likely try to intercept communication you have with the other, trying to know beforehand which, if either, you send troops to.

Atlantis
We will send a representative to you shortly. He will assess your nation, and determine your nation's ideals. His opinion will be weighed with the other representatives we send. Is this acceptable?

No extra accommodations are needed. Two weeks from that communication, and with prior warning given, the representative from Atlantis arrives. She is a sight to behold. Olive skin, blood red hair, pale blue eyes, her ethnicity is hard to place. She wears a uniform that isn't practically showy, dark blue vest above khaki slacks. Her accent too, is odd, something likely developed in her home city, a somewhat musical quality to it.

"Greetings. I am Ellalanshia. Would you show me your nation?"

If you wish to compete for the honor working with us, then accept a representative to assess your claims of being a force for progress, and we will evaluate whether or not it is true.

If you are interested in our assistance, then you must do the same as any other nation. Accept one of representatives who will see your nation, and test to see if the UCSR is worthy of it.

*Atlantis does not react to your attempt to guilt them, for better or for worse

Atlantis receives the message, but declines the idea, stating that the world in unprepared, citing several current conflicts as evidence. It will continue its current course of action.


Scandinavia
Your delegation is met with a parade and a cheering crowd. Odd, given that you've come to ensure they don't go to war with you. It should be a good sign, but this country has become strange in the past couple delegations. The President meets the delegation afterwards, first scanning the group for any attractive women in the group who he'll give an extra, leering smile to.

"Ah, so my friends from the island come! Har har har! Come, we have much to talk about! But first, a feast!"

The feast itself seems like something out of a movie, roasted pig, steamed vegetables, platters of fruit. Plus plenty of liquor of all kinds, the representatives hosts insisting your delegation drink far more than they should.

OOC: I'll let you react to these events so far, then it'll go to negotiations.

New Dawn
Of course we are open to reasoned discourse. We seek to let loose the chains of oppression in our continent, impossible without a good measure of dialogue. The New Dawn feels as if of the five recognized African powers, yours is the closest to our aims, though still not quite there.

Since you have come to us, there is one place where we might find common ground. Help us prevent a war between Egypt Reborn and the Congolese Empire. Although we don't deny our desire to see both regimes toppled, the war will kill many, and likely the victor will emerge more powerful and more oppressive than either of the two were added together. Help prevent war, and we'll begin a reasonable dialogue in earnest.

Houses of Oil
Naib is greeted by a large delegation of fifteen men, each representing one of the major houses. Hassam Abdun is the lead though. Naib is shown the nicer parts of their capital, though he is very aware most of the city is gripped by terrible poverty. They delegation and Naib are staying in a fortress-resort, one where Naib could have anything he wanted, wine, lobster, young girls. He's not asked outright, but his trained eye can tell the implications.

"As you know, we are nation still recovering from the past century." The country is, these men are not. "Our main in concern is the dreadful Order of the Shield, the new crusaders, and the Tigris warmongers. Even the Saracens and Caliphate snub us! Tell me, how can the Cradle help us gain the respect we deserve in the region?"

Congolese Empire
Henry finds a much less extravagant welcome than Naib. In fact, it's no mistake that he arrives at night, 3AM sharp, and his plane lands near a score of black SUVs with tinted windows. The drive is long, and the cars take several turns, most likely overkill, but still better to be safe than sorry. He ends up in what his instincts tell him is a private home of someone powerful.

Bakri Wek, the head of the Congolese Intelligence Force is the man to meet him. "The Academic Alliance has made a play in Africa, offering their services as mercenaries. We are currently seeing if we can buy them, or at least prevent them from helping the Egyptians." He turns to Henry. "We'll lose the war most likely if we fight now. I'm open to any ideas you have on preventing this."

France
Your sympathies are noted. At this time France most focus inwards though. Perhaps at a later day we can be of more assistance.

Indiastan accepts the invitation, and will send a team over without question. South Africa also accepts, but not as enthusiastically. Sri Lanka on the other hand is not interested in the sport now, more keen on furthering its technological supremacy. It gratefully declines.

Gibraltar
Gibraltar is open to working on human augmentation, particularly cybernetics with you. However, they are expecting a large contribution, at least [4 research] per turn to make it worth their while to share the benefits of any research discovered. After all, they don't want to do all of the work. They also want assurances that the UCSR will not be mercenary with the discoveries and sell them. Gibraltar wishes to stay ahead of other nations, not give up their trade secrets.

Amazonian Revivalists
We thank you for the offer, but the time for research is over. Nothing will save the world until the damage stops. First we must break the axe which is still cutting the world before we can mend the wounds already given. If the UCSR wishes to help, it will send its army to assist us.

European Wastelands
The Wastelands gives a variety of answers. Some cities, especially those further away are looking for economic aid. Those near the center think military supplies would be most useful. Those who share a border with you, or are close, prefer non-interference. There are exceptions, but that is the main trend.

Rumors, gossip, lies are all passed to Moscow. At least a dozen cities stand out as "greater powers" in the Wastelands, few of them get along. Still, one interesting tidbit is that the Order of the Shield seems to be feeling out the region as well, offering services to them.

Siberian Hold
The Siberian Hold is a bit cold in its reaction. It welcomes a small amount of trade, but nothing else, stating that it is no longer Russian, but its own nation now. It reminds Moscow that Russia is no more, it is a new century, and looking to the past will help neither of them.

Eastern Russia
Eastern Russia in contrast, is much more welcoming, stating that indeed, they are still very much Russian. They are interested in a military alliance, though Moscow is aware they are a weak nation with little to offer in return.

Isle Cartels
The apology is accepted, and they are indeed interested in being a part of greater trade.

Singapore
They are fine with the inclusion of the Isle Cartels. It would like to make negotiations soon though, and suggests Beijing as the meeting place.

Nippon
Of the two, Nippon is more interested in the revitalization project and is willing to commit its full resources to it as long as it receives recognition and full benefits of the results.


Kazakh Empire
Several power arrive at the Emperor's citadel located within the heart of the Kazakh Empire. Valnov the Brave gathers all the representatives in attendance a seat. Other major powers such as Egypt Reborn, the Congolese Empire, Greater Singapore, the Manhattan Empire are all there, along with many weaker nations.

"Citizens of the world, I thank you for coming. Now is the time to reclaim the destiny that our predecessors let slip through their fingers. Here I wish to discuss a new global organization, the Directive of the Human Sphere. It is here we can determine the nature and structure of such an organization. I leave the floor to you."

Control Pylon

The boardroom of the Starlight Combine was strategically located. Position at the top of one of the five pylons surrounding the cable platform the boardroom was almost entirely walled in glass, offering a panoramic view of the ocean, an excellent view of what would eventually be the space elevator's staging point, and in the distance the shores of Chile. It had been built as the new headquarters of the Starlight Combine in what would be their crowning achievement and the fulfillment of decades of planning.

Now however the board members were not taking advantage of the view, but rather watching a video clip on a screen that had folded down from the ceiling. On it the Void representative's word finished and the three shots rang out once more. Most of the board members winced.

The chairman, Mr. Alvarez, looked at the group and sighed. "So that's what we have to look forward to. Alright then we all know why we're here. Progress on the elevator is going smoothly, but now there are all these foreign problems. The revivalists are threatening us on the ground, and now we've got the Void threatening us in space. Now we have to decide how to deal with it."

Executive Martinez, head of research and development, spoke first. "We've got the hydrosphere online, and the process of building the counterweight will be fairly straight forward. We can probably spare our brightest scientists for another project. We could work on some environmental tech. Maybe get something to pull pollution out of the ground. We're going to need it eventually anyway and if we test bed the prototypes in the Amazon we might be able to convince the revivalists we're do care about the environment."

Alvarez nods, "That sounds doable. But look into the specifications of the counterweight first. Make sure there won't be any technical problems before we put our best people onto green projects."

Next was Chief Hernandez, head of the Combine's security forces. "I'll see about increasing security around the sphere. And I'll work out a plan to secure the counterweight as it's being built. But we don't have any experience in space security. We may need to hire some outside help."

"Contact the Asteroid and the Lunar colony. They've had to deal with the Void the most. Plus we'll be dealing with them economically soon as well."

The meeting continues for a few hours as the board deals with all the problems that come with running an international conglomerate. But the main points have been addressed. Now they just have to see what will come of it.

Greetings,

We will soon be constructing a station to serve as the counterweight of our planned space elevator. And after that we will be unspooling the cable itself. As such we have two proposals. First we are in need of experts in orbital construction. We wondered if you had any such experts who would be willing to take contracts with us for the duration of the construction period in order to train our own engineers.

Second once the elevator is complete it will serve as a far less expensive alternative to current rocket launches and deorbits. We believe your two organizations in particular would benefit from such cheap lift capabilities. So we would like to discuss possible trade agreements.

To the GM
Can I use economy to finish building the next stage space elevator. Or will I need research as well?

Also the Hydrosphere is in the Pacific. I assume it just finished up the last bits of construction in the dockyards off the coasts of Chile, and it will now be moving to the equator to prepare for catching the space elevator cable. For reference it's basically just a large platform which serves as an anchor for the space elevator. It also acts as a port for deep water ships which transport goods and passengers to it for loading on the elevator.

Or it will anyway. Once the elevator is built.

To Hawaii
We plan to be operating in your region of the Pacific. As such we would to negotiate with you to use your ports as transhipment points for supplies and other goods.

Cradle - Atlantis

The senior member of the group welcoming Ellalanshia seems to be a beautiful young, white woman. She certainly does not look ethnically Ethiopian, more of a mix between some western and some Japanese ancestry with her short, black hair and green eyes. She is clothed lightly in the heat of Addis Ababa, with a white coat and matching pants.

She nods at her request, then replies in an official tone that mismatches with her apparent age. "I am Sapphire, and I shall be your guide. It would be helpful if you were to indicate what it is you wish to learn while you are here. I have authorization to bring you to almost any location within the nation of your choosing, in case you wish to avoid us showing you a biased view, but I can also direct you to some of what I believe are the more interesting sights. Among those would be the educational facilities of the nation, which is one of the key areas of progress we wish to focus on, some of our diplomatic units that have their own structure, or various functions of the government and political system that include the Courts, spectating a minor meeting of the Minds, a view of the grassroots level of political participation in the local forums or some such. Of course, there are plenty of other, more mundane possibilities such as naval bases, markets, entertainment or research and development units. But those do not really serve to differentiate us from most any other nation."

You see, we have worked to prevent a war between them for a while, but the estimation of our analysts indicates that the situation between them will remain unstable and liable to spark out into violence for the foreseeable future. We can try to plug the breach with temporary measures, while both of them keep up military buildup and the cold war between them destroys the hopes of Africa finally growing beyond its historical problems. But I feel that another way to end their conflict is for one or both sides to lose it without another winning.

Egypt, in particular, has more enemies than it realizes, not just Congo. And it is not internally very stable either, with the serf states chafing under the pressure. An outright collapse would result in Congo marching in, but that could be prevented simply by other actors moving in faster and taking over the official governance of the bufferzone between Congo and the Egyptian interior, while respecting the rights of the former Egyptian serf states and working through local autonomy. Meanwhile, this would leave Congo without an external enemy to focus its people on, which in turn would facilitate political change within the regime and hopefully allow us to influence them into becoming a more peaceful and productive member of the international community.

It is not a strategy without risks, but if executed properly, with suitable subtlety and skill, it would result in a minimum of both outright fighting with a short flare of violence extinguished quickly by superior force, and a minimum of long-term stagnation that brings increased suffering to vast multitudes over time.

Naib lives rather ascetically while here. Various comforts are available, yes, but there is no telling how monitored they are, and acting overly close to the Houses here might not be productive in the long term. After all, he did not want to feel like someone they could negotiate with too much, in order to drive a hard bargain himself. The Cradle was offering, here, but the Houses were the ones that had the demand.

Naib stands up straight, with a neutral and impartial tone. The representatives of the Houses that have seen Cradle diplomats at work before know that this means he is speaking of the facts of the matter as the Cradle sees things, honestly and without pleasantries. The long-cultivated ability for Cradle diplomats to do this and be accepted in the circles of international politics is one of their chief weapons at the negotiating table.

"The reputation of your nation is poor. There is no easy short-term fix. In the long term, the chief option would be a process of spending funds to revitalize the population of the region, with education, public services and political participation, with an emphasis on the public leadership of the nation being chosen and accepted by the majority of the people." They know this one. And they are definitely not going to go for it. That is precisely why it is mentioned now.

"But even if that works in the long-term, it does not guarantee security in the interim, which is the main problem." Some rope. Of course we can't choose that option, it would not help. But what do you propose instead?

"In the short term, a fast option is a radical change in the image of the nation, focusing on the leadership. Over the next couple years, a fabrication of a major internal fluctuation with new faces and names being placed ahead as the new government of the nation. I'm sure you all know suitable candidates for yourselves that would not actually threaten your position. This would be combined with a number of minor legal changes and some public spending to carry things over, and then a slow return to the status quo - now with a new image of a progressive nation. This would create a short time of potential vulnerability, where other nations might feel like they had a chance to act during your moment of perceived vulnerability... which is where the Cradle would come in, to dissuade such action."

Egypt is a problem to most everyone it borders, and some it does not. They have more enemies than they realize. Some covet what they have, others, such as ourselves, are worried of our own security in the long-term.

We have contacts within the government of the AAA, to at least dissuade them from working with Egypt if necessary. With the assistance of your own bureau, and that of some other friends we have, I believe we could use subtlety and diplomacy to begin fermenting unrest in the various poor serf states of the Egyptians. Follow up with a multi-pronged operation to both assist the rebels, claim international governance over local autonomous areas and use surgical strikes with our own forces to weaken, slow down and even cripple the Egyptian military, and our analysis indicates they would collapse in short order.

Now, do not misunderstand. Us, and our friends, are equally unwilling to see a continent-spanning Congo. Such an imbalance of power in the region would bring more unstability and perceived danger to many. I do not intend to compete with others who might be more deserving, but if you wish to do so, we are more than willing to house an ambassador anyway and show them around. We would much rather have you form your own opinions for your own reasons under a natural setting rather than in one of competition. As I have mentioned, we are not in particular need. This is simply a humanitarian project that we would like you to join us on. As for a place that might be more suited to the potential needs of your own humanitarian efforts, perhaps The Cradle would be best suited. They are large, far reaching, well liked, and have shown more than a ready capability to help the common person. While it may not seem like they are in any particular need however, they truly are. They are in between a rock and a hard place, stuck next to several aggressive militaristic regimes. Any help they can receive would likely make a world of difference.

If you allow us to open up branches of The Bank of Hospitality, economic reversal should be easy to accomplish. We can even send skilled laborers to help rebuild infrastructure. What we ask in return is two things. First, that we become your primary partners in trade. We can find a need for almost anything and are willing to pay more than a fair price, particularly for raw or refined resources. Second, we'd like to open a small recruitment station in case anyone who lives there with no other options can try for a new life. We'd keep such individuals within your region to help keep it secure and to provide local protection for your towns and cities. This is simply a way to offset our own loss of manpower.

Those Needing Military Supplies:

Unfortunately, military supplies is never inexpensive. We are willing to trade some, and are even willing to train your forces in not just their use, but in how to build superior fortifications. In return, we'll need some minor financial compensation and the ability to recruit a number of people who might otherwise be incapable of doing most meaningful work. This should help lessen the drain on your finances. That said, we'll also need to recruit a few of your people into our own military so we can have native forces of our own to act as go-betweens.

The entire deal is, of course, negotiable.




Our interests are in humanitarian and stabilizing efforts. We are not interested in taking land nor are we interested in seizing other resources unfairly. A more stable region provides a better trading partner after all. If you are concerned about the region's stability, they could likely use another source of trade other than The Order.


As to the requirements you have brought up, I agree that all benefits will be shared between us. So far it is just our three nations that are putting into the project, so the initial benefits will be split three ways. I swear upon my father's grave that once the initial stages are proven effective, we will spread this to the Sea of Japan and the Yellow Sea. It should be noted however that this isn't new technology. It is just an expenditure of resources we already have. The issue is that we need to make sure that this will even work, hence why I proposed starting it in a calmer sea.

"It's proximity to our territory could provide ample opportunity for us to strike and hold it if most of the Egyptian forces are distracted elsewhere. Stability is the major concern, yes, especially for trade. Thus far the region's main export to us has been refugees. Setting up more valuable economic agreements is difficult, considering there are a dozen city-states that claim to be the major power, and if we start trading with any one of them the rest turn on both that city and us like rabid dogs.

These are not rational ruling entities that we are dealing with here. Stability will be ensured by the establishment of a central authority that cannot be argued with. The people there already look to Moscow for safety when they are fleeing some roving warlord or other; we feel that we would be remiss in our duty if we did not extend that helping hand further. From what you have said, it seems you are more interested in a reliable trading partner than trying to organize the area, and as such the Collective has deemed there to be no conflict of interests here. We will begin pursuing efforts to bring a lasting, stable peace to the area.


Eastern Russia

An alliance is exactly what we are proposing. Though perhaps we should not announce such openly at this juncture--the Siberian Hold has been less inviting than yourselves, and we do not wish to alarm them unduly. Somewhere between a sixth and a third of our population count themselves beholden to you. The rest of us have only the utmost respect for your leadership, regardless of our theological differences. The Houses of Oil, I'm sure you agree, are a blot of mindless greed in the Middle East. More than that, its lands and ports are wasted resources, and a potential access point into the Holy Land for aggressive forces. We feel it is something which must be dealt with swiftly, not merely because of the spiritual threat they pose in themselves, but because of what their continued operation threatens to bring.

We do not ask for your trust, though we hope to build a positive relationship in the future. This matter has troubled your lands too long for us to delay our action in good conscience, and to show that our motives are precisely what we have stated, we would send our missionaries and diplomats to help bring the Houses of Oil under your control. The reward we would seek is, first, the peace of mind of knowing that The Lord still reigns over the Middle East, and second, the hope of healthy cultural exchange between two God-fearing nations.

We have joined you all here today as researchers first and foremost. Overall we're pretty pessimistic about the chances that the rest of the world is actually capable of coming together.

To be blunt about the whole manner the reason the old UN failed was because it lacked authority. If a powerful nation didn't like what the UN told it to do then it would likely just ignore it and continue doing whatever it wanted. If this new organization is going to work then it needs authority and the willingness to use it.

Order of the Shields
That would be interesting to attempt, but it isn't our desire. There is still so much to learn from the GBR as is before we can begin to alter it.

Anyways we were referring to sponsoring our research, not our military. They have no problems finding 'sponsors' of their own.

To Banking Union of Great Britain
It is good to hear from you. Prices vary per job. Generally a simple security job will be 1 T. ECON per 2 Mil, defensive work against a clear foe is a 1:1 and asking us to go on the offensive for you, that goes on a 2:1 deal. Of course there are various factors that can influence the prices more.

Region 4 NPCs
OOC: For the little guys asking for a little extra security? 1:2 but with a money bonus of 1 T. Econ if fighting does break out. For the other guys wanting to invade? 2:1 at the moment, but death pay is included. Every Mil I lose raises the price by half an econ.

Lunar Colony
The Lunar Colony reacts with caution. It's not a faction that interacts much with the Earth any more. It initially offers nothing but token friendship and wishing the best of luck, though it avoids talk of sending experts or of increased trade. It's hard to tell why, but it seems like there's more to their lack of enthusiasm than them having a problem with you.

Asteroid Mines
In contrast to the Lunar Colony, the Asteroid Mines are eager for both, and suggest they send you a team (3 Research) immediately to help with your efforts. They willingly admit they have much to gain from such a move, and would like to hold a meeting to go over how both factions can best benefit.

Arcane Stomper
I'm going to say you need to spend at least 1 research per turn along with economy. Whereas the economy represents the construction, the research represents the advanced electronics, and smoothly dealing with the inevitable setbacks that such large projects incur.

Hawaii
Hawaii is a nation that suffered much from the fall of the old United States, and is a poor nation. Their initial offer is 1 econ per turn to use their ports.

Free Isles
The Free Isles are interested in opening up trade, however they're also interested in seeing what the UCSR thought about a more meaningful partnership, namely a military alliance.

Hawaii
Hawaii does not take offense to the offer of trying to annex them, which is good. However, they do make clear in no uncertain terms that they intend to maintain their government, and are not interested in joining another.

Steel Nations
The Steel Nations is pleased to here that the UCSR is "coming around" and seeing the Steel Nations as the regional leader it is, and the safeguard against the north. It accepts, at least verbally, in your proposition. However, they are adamant to sending over one of their higher ups in the military to get a better idea of what you're researching, and discuss the terms.

Atlantis
A representative does come, a man named Diasthral. He is tall, well over six-feet, built, and his skin has a strange amber hue to it that's hard to place its origins. He seems slow, not that he's stupid, but that he takes his time, when speaking, when going down the stairs, a man in no rush at all.

"I have been informed of your country's disagreement with ours. It has little bearing over our selection, but I have been encouraged to correct you if at all possible. Why does the UCSR feel we should assist all equally?"

"This is as much about what you wish to show as much as it about what I see." She spoke slightly cryptically. "Though your offer in noted, and I will graciously accept. We have been informed that the Cradle has skill diplomats that set it apart from other nations. I would like to see how the Cradle creates them."

"Creates" was an odd choice of term, but then again she's not speaking her first language. Perhaps a slight misuse of words.

If the Order of the Shield is not interested to compete, then both countries can be saved the time and effort by such a visit. Atlantis appreciates the offer, but has its own means to help restore the world to its proper balance.

European Wastelands
The further out areas are all for you investing in them, and opening up branches. However, almost all refuse you request to open up recruitment stations for a new life. Some know that their people would join in droves, others are suspicious that rivals will abuse it somehow.

Those who want military supplies have little means to compensate you, hence why they can't afford those military supplies themselves. Even hired labor is tricky, as the most competent men and women are also the ones they want to be fighting. A few cities propose the idea of becoming full autonomous regions of the Order of the Shield, able to self rule, but still live under the overall umbrella of your organization. Only a few are behind it though.

Noted. Be sure to put it in your EoT, though I don't think I'll allow only half a stat. Keeps it simpler for me. You will need to convince Atlantis that you are serious about having a partnership with them before they send anyone over though.

Eastern Russia
Let the Siberian Hold be fools then. And yes, we can keep it quiet, but may we still get such an alliance in writing? It is not that we don't trust your word, but we feel ill-at-ease making such agreements without at least some official protocols being followed.

It's curious though, Eastern Russia is agreeing so readily, almost desperately.

Neo Confederacy
"About damn time." That's the official statement made by the President. They'd like to start by conducting military drills on its border with the Manhattan Empire first, then worry about the Steel Nations. Well now, they're willig to agree to the Union's request, but will they agree to military exercises?

Caliphate
The Houses of Oil are indeed a corrupt nation. Currently we have greater concerns though in the region, such as the Tigris Republic and potential conflict between them and the Order of the Shield. If you wish to send out your missionaries, you may do so, but understand that the Caliphate will not take the blame should this create an international incident.

When you say 1:2, and 2:1, I'm not 100% sure whether you're putting your military or their economy first.

Others speak, but mostly empty rehtoric. Sri Lank interested in global research opportunities, the Manhattan Empire hoping for regional power structures, New Mongolia preferring such an organization not being given military powers.

The host finally takes his turn to speak again. "The Cradle has brought up an important point. What is the purpose of this organization? Moscow is right, something new must be done. And as Australia has put it, I too am pessimistic. That is why I intend for the Directorate to become the global power, the one power whose might cannot be disputed." There appears to be a great uneasiness in the audience. "We are fighting over the scraps of our forefathers. It is time for decisive action. The Kazakh Empire will go to war, and it will end the rule of corrupt, petty governments that have failed their people. If we can bring together a coalition though of like-minded powers, victory will be guaranteed!"

"You're mad!" "That's preposterous!"

"If you do not like what you want to here, feel free to leave. You won't be harmed as you make your way out of my empire. For those who stay, let us discuss what the new world should look like."


New Dawn
The Cradle gambles much. However, we cannot ignore such a chance. The New Dawn could indeed help, but under certain conditions. First, we will be included in whatever discussions you're in, and to meet with all parties involved. Second, the rebuilding must focus on the people of Egypt Reborn, not the victorious powers, we will not have them change hands from one master to another. Third, we will be repaid in any losses we incur.

The man takes in the words, looking out his window, which is heavily tinted, even from the inside. "I see. Clearly the Cradle is the third great power in this continent." He weighs his words. "I appreciate your words with AAA, but I would like to know who these other interested parties are. Telling me you do not wish to see us expand is your right, doing so with the aid of unknown allies is a threat." He doesn't sound offended, more that he's given you the chance to not threaten his country. "I would like us to be apart of this operation, at least for us to kept up to speed on it."

The Isle Cartels are essentially looking to make a profit out of this. They want to charge for their shipping lanes, and get a discount. Greater Singapore on the other hand is looking for complete open trade amongst all three nations, and for each other's businesses to have all the rights and liberties as local organizations. On one hand, it could get you into the markets of Singaproe, but they could do the same with China.

A few hours later, on the way to a center of learning for the Diplomatic Corps, Sapphire explains some of the principles behind how the system works.

"Diplomacy is an institution of several levels. There is one of individual ability, which is trained by case studies, general all-around education and various tests. Students are chosen for the programme based on their attributes and their inclination, and once on the path to become part of the DC, they get to follow our senior diplomats in increasingly challenging negotiations as a mentor program. There are also exercises where several students are split into fictitious factions with their own, competing goals. The students are graded in the end on their ability to reach a solution that benefits their own 'nation', and only that, but on a variety of metrics that include international reputation instead of just the terms of a singular trade deal.

The second level of diplomacy is national. We have an established and well-respected Diplomatic Corps, which as an organization can provide a lot for individual diplomats facing problems on their field. They can request assistance from skilled analysts, historians and other diplomats, who in turn have their own connections with their counterparts abroad. Material and financial resources are also more efficiently spent through a centralized organization. And, above all, the Minds can provide guidance to individual efforts in more important cases.

And on the third level, there is the international playing field that diplomacy chiefly concerns. Cradle has cultivated a certain reputation that allows us some key weapons at the table that other nations lack. The most important two among these are the long fought-for ability to use brutal honesty without appearing overly insulting, which is instrumental in cutting into the heart of some matters without wasting weeks circling around. The other is a strong reputation for impartiality. Even if a dispute concerns Cradle in some way, and they almost always do given this is a global world, our diplomats are trusted to be able to present relevant facts without omitting or downplaying ones that are against their own interests, if and only if they say they are doing so. Such trust goes a long way."


In the training facility, there is an ongoing exercise modelling the Second World War. The Allies and the Axis are in different buildings with carefully regulated lines of contact, and strategic maps, news broadcasts, intelligence overlays and aerial reconnaissance pictures litter the multitudes of screens and tables in the area. Everyone seems to be hurrying back and forth with a constant chatter of conversation in the air.

In a larger meeting room that the group first arrives in, there is an ongoing debate between a group of people labelled 'Soviet Union' and two other groups labelled 'United Kingdom' and 'United States of America'. The people in the Soviet group are fiercely arguing for a faster opening of a second front in western Europe, claiming their forces are stretched thin by the axis armoured spearheads and cannot hold indefinitely. Both the UK and the USA are trying to placate their counterparts, talking about the adverse weather and the Mediterranean conflict reducing transport capacity for the time being.

The Combine is manufacturer of some of the most efficient industrial machines in the world, and of course we have an ample line of space technologies and services such as zero g components and satellite launches.

The Starlight Combine is disappointed that our colleagues on the moon will be unable to participate in the construction of the first space elevator. However we hope that once it is finished we will be able to conduct further talks.

Okay that's reasonable. How hard would developing plants that can thrive in polluted soil be? Specifically the Amazon desert.

What kind of investment am I looking at to complete the space elevator by the way? Am I going to have to build it in stages? As in first the counterweight, then stringing the cable, then tying everything together. Or can I build it all in one go.

Can I get some information on the Pacific region? Like if there are pirates in the region I need to be worried about. Who the biggest factions are. That sort of thing.

We can't say for sure. It's very rare for a nation to hire over 50% of our forces, so generally we have no problem with multiple customers. However we also go on a basis of first come first served.

However if you wish to reserve forces, you can put down a non-refundable deposit, that will then go to either the defensive or offensive action.

And there it was, the catch. If the Congolese Empire contributed forces, they would get recognition, they’d be seen as part of the coalition, and harder to deal with later if the Cradle came at odds with them. On the other hand, denying them now would make them a problem of the here and now.

Nothing at the moment. We do have concerns over New Mongolia though. They have taken over several nations, and we fear they’ll use us to secure the northwest Pacific. We have no evidence as such, but the threat is there.

Good question, I was just about to post other NPC reactions. Since you asked specifically though, Scandinavia seems terribly amused by the idea, though shows little sign of going either way. Bloodthirsty as they are, they are likely figuring out whether this new coalition will be a better ally to fight wars with, or an enemy to stand against.

It takes a few more days for a response. France agrees for Britain to contribute up to (4 stats) amongst morale, diplomacy, and/or economy. Clearly France needs the help, but they only trust Britain with so much influence so far.

The deal is done (as long as you put it in your EoT).

As far as mechanical benefits, it offers none if you don’t put any stats into it other than that America Inc will trust you more. It will make it easier to do a peaceful takeover, do joint projects, and you may get some bonuses if you manipulate trade in a way where multiple countries have to go through you first.

Asteroid Mines
The Asteroid Mines invites a representative to go up to the asteroid itself. Space travel indeed is much easier than in the past. Apollo Labs have cleared up most of cislunar space of debris, a rare example of progressive environmentalism, and all but the poorest nations can afford to go into space, those that have an interest at least.

The asteroid is a sight to behold, with a diameter about the length of South America, it is full of numerous resources, some which can’t be found on Earth. There are three main mining operations, though there could be more if there was investment into it. Your representative is met by Chief Engineer Calloway Jones, a man of Texan descent but whose family has been in space for a couple generations.

“Well met, now then how can we see both our dreams a reality?” A good start.

Developing plants that can thrive in polluted environments itself wouldn’t be a huge project. Plants are pretty easy to manipulate their genes. However, such plants would not be quite different from what the Amazon was once filled with. Now, if you wanted plants that would start cleaning up the soil as well, that would take a lot more as in a world falling apart, that would be a huge step to undoing the damage.

Since I do have numerous space factions and space battles and research is cool, I don’t want to make it super hard to get up there. I’ll make it so making a space elevator takes two steps, and your trait gives you the first. I won’t give you the exact number, but you could do it in two turns if you put a lot into it.

As for the Pacific, it’s a relatively tame place. It can get messy around New Zealand which is essential wasteland territory, the Isle Cartels and Thai Expanse both also have some piracy problems. The biggest factions that have territory touching the Pacific are as follows. New Mongolia holds the Korean Peninsula, high military, but it’s almost all army, they use Korea for trade not bases. Greater Singapore is an economic power and controls the most trade routes in the region. AAA up there as well. Greater California and the Steel Nations both are looking more inland than out into the ocean. It’s Atlantis though that stands out. Little is known though the city itself looks impressive from the outside. Most believe they are technologically advanced, though by how far no one knows.

What assurances can you offer that should public opinion sway drastically one way or another that our businesses won’t be turned out, our investments and assets frozen? As long as there can be guarantees that will keep this trade agreement in place, then I can agree to it. If this agreement is solely based on popular opinion which could potentially be manipulated by outside sources, I will have to withdraw.

It is similar, but worse. Whereas there is a lot of ethnic and regional conflict in the European Wastelands, the American Wastelands is a bloody free-for-all, very much like the setting of a post-Apocalyptic movie.

About two-thirds of the region agree, and some are willing to put aside differences. Other rivalries will still have to be closely watched. Still, the region predominately closer to your territory still see it as a trick, and won’t have any part of it. They have little power to stop you though.

Region 4
The Congolese Empire thanks AAA, but no longer seems interested in hiring them. Egypt Reborn gives a counter offer of 2:3, paying you 2 econ for every 3 military. They seem willing to continue to barter though 2:1 seems too high for them.

Kazakh Meeting
Valnov listens intently as more offer concerns, praise, and doubts.

“What determines who is righteous and not is our own, collective will, not of one nation but of several. I expect infighting, disagreement, conflict. It’s from those fires we will rise, from that storm a new day will come. My offer to the nations gathered here is thus, we will begin a mutli-pronged war against three of the most despicable powers in the world. The first is Olympia, raiders, slavers, fanatics who hold North America in fear. The second is the Thai Expanse, a government that is not only in line with organized crime, but is organized crime. The last is Brazil, a failed state with no signs of improvement. In its place will be rule of no less than three coalition members to rule until stability can be found, and a proper nation state that owes fealty to us can be achieved.

“I offer three pacts. The first is who will join us a full members, those who will see this vision through. The second is for those willing to assist us in our first set of conflicts, and are willing to list out what it will take for them to be full-fledged members. The last is for those countries who promise not to stand in our way. Make your decision.”

Valnov has indeed picked unloved countries, and not necessarily the weakest either. However, it is highly unlikely those nations can stand up to the coalition forming, or that anyone will come to their aid.*

Especially if some other nearby powers are unfriendly towards the prospect. And I hear they might have trouble closer to home, as well, what with Scandinavia and such..."

I understand that perhaps we are not in the best relations and that we all have our differences of how the world should be, but I believe it is the time to set such things aside for now. As powerful and noble as our nations are, we all know we are next to a sleeping lion. It is only a matter of time before the Tigris Republic turns it's attention towards us, and we should all be prepared. Individually it is doubtful that any of us could present more than a minor speed bump if they put their entire effort into conquest, but together we could form a unified wall of resistance. No matter what our political views are, no matter how we differ in philosophy, we need to set aside our differences in the face of this greater threat. A representative does come, a man named Diasthral. He is tall, well over six-feet, built, and his skin has a strange amber hue to it that's hard to place its origins. He seems slow, not that he's stupid, but that he takes his time, when speaking, when going down the stairs, a man in no rush at all.

"I have been informed of your country's disagreement with ours. It has little bearing over our selection, but I have been encouraged to correct you if at all possible. Why does the UCSR feel we should assist all equally?"

The man sits in a comfortably furnished room in the guest wing of the Presidential residence. Across from him, on the other side of a hard-wood desk sits the petit form of Dr. Miri Yadin who is attempting to stare this man down. Her efforts entirely in vain, she attempts to switch to a new tactic. Carefully and logically she explains her political and ethical opposition to the Atlantean position.

Primarily, the notion that the Atlanteans should support only one nation would inevitably lead to that nation's dominance through technological superiority. The Atlanteans decision to only 'raise up' one nation would ensure chaos and war. If they were to give to all then the scientific knowledge of mankind as a whole would be increased, there would be no great disparity - would the Atlanteans like a world where there were one hundred blind men, being fed by one sighted man, or would they prefer a world where one hundred and one cloudy-visioned men were able to debate and argue whilst they collectively cooked their food and fed each other. Dr. Yadin continued in this vein, venturing into dangers of advanced technology being held by the few and used against them - the Spanish and the Aztecs, the Cold War arms race, the patent chaos of the late 20th and early 21st century. "Chaos and war are bred by inequality. I would not like to see the ivory towers of scientific progress become party to suck a war. It depends on what you mean by the "size of Alaska" If you mean surface area then that's reasonable. It would have a radius of about 390 kilometers, which would make it one of the largest asteroids, but there are bigger ones.

Your best bet to match that size would be Hygiea. The only problem is it's a carbonaceous asteroid. Which means it could produce a lot of carbon and some volatiles and water, but you're not going to get much if any metal out of it. Although that might be exactly what something like the Lunar colony needs to import so it could be profitable.

Then you have Psyche which is only half the radius, so considerably smaller, but it's mostly nickel iron. By my rough calculations it has enough iron to sustain the entire global output of iron for 8 million years. So you get that into orbit and you're pretty much set for all your iron and steel needs for the foreseeable future.

If you want more variance you can get Eunomia which has a radius about halfway between the other two. It's got a variety of materials from silicates to iron, and probably other stuff.

Psyche or Eunomia would probably be easier to move as well. Both because they're smaller and because they're more solid and less likely to break apart when you attach the rockets.
