What would it do to the game to count all shield bonuses against mêlée and ranged touch attacks?

Would it be better to give anti-touch power only to magic shields? And how much should this particular power cost?

It's called Ghost Ward. It's a +1 property in the MIC. It's also the first thing on my wishlist for any qualifying item.

Shield Ward is in PHB 2, it adds shield AC bonus to touch AC and to defend against most combat maneuvers. It requires Shield Specialization first, which is +1 to shield AC.

Parrying Shield is in Lords of Madness. It has no pre-req feat and just simply adds shield AC to touch AC (but not against maneuvers).

Former is a better feat, but often not worth the 2-feat cost, so many people just take the latter.

Fun combinations with either one:
1) The Shield Block maneuver in Tome of Battle or the Wall of Steel teamwork benefit (PHB 2...I think?) now gives your ally touch AC protection.
2) The super cheap lesser augment crystal of arrow deflection (MIC) gives you +5 shield AC vs. ranged attacks...it's now also +5 vs. ranged touch. Add Spell Reflection variant (C.Mage; if a touch spell misses you, you can send it back at the caster) and hilarity ensues.

If it's anything like Ghost Touch, it does not do what you think it does. "Applies to incorporeal touch attacks" does not mean "applies to touch attacks".

It's touch attacks including incorporeal, not just incorporeal. Though it only applies to the armor/shield's enhancement bonus.

Depends on which version (http://www.realmshelps.net/cgi-bin/magweapdesc.pl?power=Ghost_Ward&src=marmortype) you check. Afb atm but from the name the rai seems clear, the raw however.....

Considering the Magic Item Compendium newer, the MIC version could reasonably be considered an update for the Libris Mortis version (isn't the MIC the "primary source" for discrepancies between the effects of magic items anyway?)

Which really begs the question why you linked ghost touch, not ward. Afb as I said and will check later but I'm guessing that's why a discrepancy was noted.
