Girallon’s Blessing question

I assume that if you us Girallon’s Blessing with a cleric and dual wield heavy maces the two weapon penalty would still apply. So would it be better to use the claw attacks for the rend at the end should the two claw attack hit. This is for my wife. I assume the twf penalties still apply if she were to use heavy maces in the the "grown" hands.
