1st level human fighter gets 3 feats, 2 general 1 bonus fighter.
Can the fighter select spellcasting general feats (eschewed materials, spell penetration, etc.) and non-general spellcasting feats like metamagic?

As long as he meets the pre-requisites (I'm pretty sure metamagic feats have spellcasting as a pre-requisite by their feat type, in addition to the prerequisites written in their individual entires) (nope, apparently they don't, only psionic feats have the manifesting requirement). Remember though that fighter bonus feats are limited to the ones that say they can be taken as a fighter bonus feat, so most spellcasting-related feats don't fall under that blanket.

While yes, he could use his fighter bonus to get him a feat that he means for combat and burn his general feats for spell casting, if he planned to switch over to it later. Though he could just go spell caster and not worry about wasting levels.

Fighter bonus feats must be listed on the list on the fighter class description.

Fighter bonus feats must be listed on the list on the fighter class description.

Though, it is worth noting that list is not comprehensive, as it was never updated (in the book, at least, IIRC) to contain fighter bonus feats in non-core books.

It never needed to be updated. The other "fighter bonus feats" are NOT Fighter Bonus Feats, but an exception that allows them to be selected as described in the Special section of their individual descriptions.

Point being, the list of feats that a fighter may choose as a bonus feat that is typically included in the SRD is not complete.

Additionally, the Epic Fighter Bonus Feat list does NOT contain Fighter Bonus Feats. The distinction is important for Martial Monk, which may not select feats on the Epic Fighter Bonus Feat list.

Except those feats are marked in their description.
