Fell Animate say The spell has to Deal Damage

Benefit
You can alter a spell that deals damage to foes. Any living creature that could normally be raised as a zombie and that does not possess more than double your Hit Dice, when slain outright by a fell animated spell, rises as a zombie under your control at the beginning of your next action. Even if you kill several creatures with a single fell animated spell, you can't create more Hit Dice of undead than twice your caster level. The standard rules for controlling undead (see animate dead, page 198 of the Player's Handbook) apply to newly created undead gained through this metamagic feat. A fell animated spell uses up a spell slot three levels higher than the spell's actual level.

Death Knell Say the subject dies if it fails it's save.
Upon casting this spell, you touch a living creature that has -1 or fewer hit points. If the subject fails its saving throw, it dies, and you gain 1d8 temporary hit points and a +2 bonus to Strength.

Additionally, your effective caster level goes up by +1, improving spell effects dependent on caster level. (This increase in effective caster level does not grant you access to more spells).

Since Death Knell dosen't acctually deal Damage can you apply it by RAW?

There is a way to do so, yes. The Locate City Bomb uses ways to do this.

Start with initial spell:
Snowcasting, making it [cold]
Flash Frost, making it deal 2 damage (+1)

Got you but out the box that's a no then, and I woul dhave to take what 2 feats?

Yes, and have plentiful access to snow. That, or have access to Action Points.

You could use Black Lore of Moil, which allows you to add damage to a necromancy spell with the use of a material component.

Or use eschew materials, which makes an already somewhat cheesy combination just dumb. (Seriously, why doesn't snowcasting specify that Eschew Materials doesn't apply to it?)
