reserves of strength inquiry

So ive gottten ahold of a couple dragonlance books since ive heard of reserves of strength. I understand how it works, all but for one thing. Can you use this feat in conjuntion with wands or staves?

Definitely not wands. Not staves either, as you are not actually casting the spell.
