Besides that monk fighting style and the martial monk (in which mag is he in again?), is there any other way of getting Power Attack without needing 13 str?

There's another monk type that gets PA. Overwhelming Attack Style. (http://www.d20srd.org/srd/variant/classes/variantCharacterClasses.htm)

The Strong-Arm Alternate Ranger style grants Power Attack.

Any way to do this in PF? I'm trying to Wis-stack a character, and if I can find a way to grab PA it'll generate a character that can leave Str, Int, and Cha at 7.

5th level Magus. He gets to use his arcane pool to enchant his weapons with +2, or +1 flaming for +1d6 damage, or +0 flaming shocking for +2d6 damage (substitute the elements of your choice), which is pretty much the same as the returns for power attack.

Shape Soulmeld: Astral Vambraces + Open Lesser Chakra: Arms. Allows you to pick any power from Astral Construct Menu A, which includes Power Attack.

Requires Con 15 and Character Level 12th, though.

Ranger 2 with the Two-handed weapon style, only works in light or no armour though.

BTW, I remember a cheese-filled class from a Dragon magazine. I think it was the Martial Monk. It had the ability to choose any FBFs without meeting the prereqs (so that would include Power Attack)

Anyone knows in which mag is this class?

While the other answers may be more practical, if Spell Compendium is available, the last two Bite of the Were-creature spells give Power Attack, as well as Blind-Fight. Earliest level where you could get them would be at 9th, but requires some sort of way to bypass the personal only nature of the spell.

There is also Bull's Strength + that second level spell that gives you a fighter feat. Can be done at level 3 and requires 9 Strength to start.

For reference, the spell in question is Heroics, also in Spell Compendium. Other strength boosters would work, too, assuming they're enough to get you to at least 13 strength. The Ability Enhancer feat from an issue of Dragon magazine allows for an additional +2 bonus on any transmutation spell that increases an ability score, assuming the typical +4 bonus isn't enough.

For Pathfinder there's Piranha Strike (http://www.d20pfsrd.com/feats/combat-feats/piranha-strike-combat), which is essentially "power attack but only for light weapons".
