I'm thinking about an antagonist to prey on my players' weakness and this idea was suggested. I'm not sure how to get the most out of him/her. Help?

Some more information might be useful.

What does your party look like ?
What level are they ?
Do you want a single NPC as an encounter, or a bunch of mooks ?

There are (http://www.minmaxboards.com/index.php?topic=2997) some (http://www.giantitp.com/forums/showthread.php?252715-The-New-Warlock-Handbook-3-5-WIP) handbooks (http://www.giantitp.com/forums/showthread.php?159708-Shinken-s-Guide-to-Melee-Warlocks) which may help, though I believe that there is a more uptodate version of the second one lying around somewhere on this forum — if you're lucky Snowbluff will turn up with a link to it shortly.

Party is a lv4 fremen rogue//swashbuckler and a lv3 tibbit psychic rogue//lurk.
I want the warlock//rogue to be a recurring threat. With mooks

Mooks come as soon as they get CHARM.

For low levels, Lvl 1 - Rogue. Lvl 2 & 3 Warlock. Can summon Swarm and Spider Climb. I don't think they will need anything more for a while as you may have to worry about a TPK as is.

Feats are 1st - Tactile Trapsmith and 3rd - Practices SpellCaster (to keep up damage).

Race, Whisper Gnome.

Using Elite array: S 12-2=10, Dex 15+2=17 Con 14+2=16, Int 13, Wis 8 Cha 10-2=8.

They are sneaky, like hitting when no one sees, and can cause a lot of heartache with summoned swarms.

Just to confirm, // Usually refers to gestalt. Is that what you mean or are you listing classes (typically / is used for that)?

I should probably have mentioned that this is a gestalt game.
I want this guy to use the mooks as cannon fodder. He doesn't care about them in any way.

I like the whisper gnome idea...

Assuming you mean the characters and this opponent are gestalt, then I would go with the following:

Warlock max level// Fast Movement Ranger (http://www.d20srd.org/srd/variant/classes/variantCharacterClasses.htm#ranger) 1/ Spellthief 1/ Psychic Rogue 1/ Rogue 1/ Sneak Attack (http://www.d20srd.org/srd/variant/classes/variantCharacterClasses.htm#fighter) Thug (www.d20srd.org/srd/variant/classes/variantCharacterClasses.htm#fighterVariantThug) 1/ Assassin max level. Of course he shouldn't begin play at 6th+ level, but that's what he should eventually aim for.

He can use wands and dorjes and other spell trigger items of any spells/powers from the Ranger, Spellthief, Psychic Rogue, and Assassin spell/power lists without making a UMD check. A Wand of Camouflage and a Dorje of Chameleon will stack and grant him +20 to Hide for 10 minutes at a time. Per the Rules Compendium a spell trigger or spell completion item takes the same time to activate as the casting time of the spell it contains, so a Wand of Sniper's Shot would be a swift action to activate, and he could use Eldritch Spear and then use a move action to hide all in the same round.

Give him an Elvencraft Composite Longbow, which counts as both a quarterstaff and a longbow, it must be made masterwork three times as though it's three weapons so it can hold three wand chambers as though it's three weapons. He can hold that in one hand and have three wands always at the ready. I'd put the Camouflage and Chameleon wand/dorje on his belt, and put wands of Entangle, Sniper's Shot, and something useful like Swift Invisibility in the bow's three chambers. Also give him a wand of Silent Image, and whatever else you think would be useful.
