Using the Evoker Wizard variant, which states:

An evoker using this variant permanently gives up the ability to obtain a familiar.
Is one able to take the Obtain Familiar feat? I feel the trade off is a higher CL for the loss of a familiar; but shouldn't you be able to spend one potential feat to get one still? Is the +1 CL strong enough to warrant the complete loss of opportunity for a familiar?

You give up your Familiar class feature for that ACF, but you can still gain a familiar via another method, such as multiclassing into something else that gets a familiar, or by taking the Obtain Familiar feat. It does not say that you are prohibited from ever gaining a familiar in the future, only that you permanently give up your current ability to do so.
