Hey all:

I have a player that wants to play a long range sniper type. Are there any feats that enable this: maybe something that allows you to trade initiative for damage or allows you to make touch attacks with ranged weapons.

I'd have a look through Piggy Knowles' Archery thread (http://www.giantitp.com/forums/showthread.php?284283-Piggy-Knowles-Archer-Build-Thread), not sure offhand if it has any feats that are what you are looking for, but it's my go to resource for any non-sneak attack based archer.

Fell Shot (http://www.d20srd.org/srd/psionic/psionicFeats.htm#fellShot) does exactly this.

And if you don't mind "one shot" including multiple projectiles, Manyshot + Fell Shot is even more impressive. (Not Greater Manyshot, which uses a different attack roll for each, and thus does not benefit from Fell Shot on most of them.)

Seconding the archery thread by Piggy Knowles. Nice resource. I've also heard of some homebrew to use a refluffed warlock as the fix for Arcane Archer; I believe this was Telonius' idea, originally, and a nice bit of genius for a problem that has always bothered me (that 3.5 Arcane Archer is pretty much worthless at all but the lowest op levels).

Finally, I had a nice npc concept as a cohort for one of my characters that incorporated custom magic weapon crossbows with Crossbow Sniper feat from PHBII. Not exactly super-powered, but not terrible either.

Secondly, I believe there was one thing from 3.0...was it called Sleight of Hand? It let you draw a weapon with a Bluff check and get to sneak attack anyone if you hit the DC. Hmm. Maybe Quicker than the Eye? A friend of mine used it with crossbow sight on a crossbow build to good effect, back in the day.
