Are you trying to stay under 10 HD or below ECL 10?

Here's a few options:

Driders (MM) are 6HD and +4 LA. That's not exactly low LA, though.
There are a lot of dragons with +3 LA, and a few with +2, and pretty much any HD... so if you want to stay under ECL 10, that would be things like Young Sand Dragon (Sandstorm) at 6 HD +2 LA.
Gloura (Und) at 7HD +2 LA
Dragonkin (Drac) at 7HD +2 LA

Faerie Dragon 8 RHD. LA 2.
Ambush Drake, possibly. 7 RHD. LA 0.
Brown Dragon, Chromium Dragon, Spiked Felldrake 6 RHD. LA 2.
Copper Dragon, Sapphire Dragon, Battle Dragon 5 RHD. LA 2.
Steel Dragon, Brass Dragon, Incarnum Dragon 4 RHD. LA 2.
Bozak Draconian gets an honorable mention due to being humanoid and having 4 RHD. LA 3.


Faerie Dragon seems to have the highest RHD with an LA. Ambush Drake has the highest RHD without LA, maybe.

Edit: I can't remember how many HD they have but Dragonnels have a LA+3, & they should be under the cap as well.

Interesting, Ambush Drake is LA -- in MM3 (although I don't see why they don't think it is playable); the savage progression in the web article is kind of neat.

3 HD: Forlarr, Mephits (Air/Dust/Earth/Fire/Glass/Ice/Magma/Ooze/Salt/Steam/Sulfur/Water), Yeth Hound
4 HD: Hell Hound, Shadow Mastiff
5 HD: Durzagon, Tanarukk
6 HD: Howler, Lesser Nightmare
8 HD: Earth Demon

Also, don't forget about racial HD advancement. Say, even humble Dretch (2 HD, LA +2) can be bumped up to 6 HD, and Triton - up to 9...

On one hand, it's "LA --" can be considered blatant misprint, because most of other drakes are playable, and exceptions are mostly from magazines, website or Dragonlance.

On the other hand, the same MM3 also have a Rage Drake, which is also unplayable. Yes, Int 4 is very low, but, say, Cave Troll from the same book have int 3 and LA +6...

Also, MM3 was printed at August, 2004. Web article with savage progression dated 07/28/2006, so can be considered as update
