Wand modification - spellwarp sniping?

Is there any way to create wands or similar items that cast non-ray spells as rays, like a Spellwarp Sniper does? If such a modification doesn't exist, what would be a fair price for it?

Metamagic wandgrip from complete mage + Ocular Spell from lords of madness could work...

Doesn't Ocular Spell requires you to store the ray in your eye?.

Also, in the case of touch spells, Reach Spell creates touch spells as rays.
