ok pretty simple. commoner, any race but no level adjustment. no dips.

what is the most powerful character you can make using 20 levels of commoner?

some rulings.

little or no drag mag and third party. bonus points for using none at all.

no infinite loops or bouncing spells off a hired minion to exploit loopholes.

if you have to ask "is this allowed as its usually a DM ruling or a dodgy interoperation" then no its not allowed.

Bubs the Commoner (http://www.giantitp.com/forums/showsinglepost.php?p=7097263&postcount=38) is a pretty decent one for low level. You can exchange the Marshal level for more Commoner as it's not strictly needed.

There are two main ways to do this with a plain commoner. One is to max out handle animal and then proceed to spend your entire wealth on animals with a higher cr then you. The other is to get out the stronghold build and then proceed to make The Cube. Buying a wand of greater consumptive field and having the chicken infested drawback plus quick draw but unless there is a way to persist a wand you run into the problem of possibly dying by surprise and it probably counts as an infinite loop.
