Heighten Spell Question

In the RAW, could you apply Heighten Spell to a spell multiple times? Like make a first level spell an eighth level spell by applying it seven times?

Doesn't it already do that? I mean, don't you just pick a spell level, up to nine, for which you have a slot?

It doesn't say "spell level +1." It says "spell level goes up as much as you like, up to nine." You only have to apply it once. In the example you give, you can simply make the first-level spell into an eighth-level spell using the feat once (and using an eighth-level spell slot). Single use, problem solved.
