In pathfinder there are rules for modifying a construct to be used as "armor" http://www.d20pfsrd.com/magic/building-and-modifying-constructs listed under construct armor

Is there anything in any 3.5 or 3.0 material that has a similar function to this?

Does the Armor not have an ACP, Arcane spell failure, or maximum dex bonus if you make the spellcraft/craft construct check?

"Creatures without that proficiency may still wear the armor but suffer a -8 Armor Check penalty to all the usual skills and suffer a 90% chance of spell failure"

Is just if you don't have Heavy Armor Proficiency. There is no max dex at all in this armor, and failure to set the controls right just changes the bonuses it gives you, and gives you a -4 dex penalty.
