what genie race is best for a player to chose from, and NO you can't take SLA Wish into account

Probably the Janni, as it is the lowest LA+HD and its jauntiness isn't bad

Noble Djinn are a terrible PC race even if you count the wishes: they are ECL16 (so one level away from being able to cast it if they were a caster) and can never actually make the wishes for themselves or their party (unless the party captures them - they can't offer wishes otherwise). Efreet can offer wishes willingly, but have no listed LA.

Djinni, Efreeti, and Janni are all in Savage Species.

Efreet are a 10 HD race with an ECL of 19, so LA is 9. And includes Wish as SLA.

Djinn are a 7 HD race with an ECL of 13, so LA of 6.

Janni are a 6 HD race, with an ECL of 11, so LA of 5.

Given the disparity in power between a djinn and a jann, I would say djinn is better, because the ECLs are almost the same, and the djinn is way better.

Can I say Jaebrin? It's only +1 LA and no RHD, so you can do a lot with it. It has a couple neat abilities.

Djinni, Efreeti, and Janni are all in Savage Species.
Savage Species is a 3.0 book; the statistics for those monsters are replaced by the ones in the Monster Manual.

What about Half-Janni? They're not worth their LA +3, but they have a few useful abilities, including a limited planeshift that can be used as a panic button, decent stat buffs, and no additional RHD.

It's a book that came out when the 3.5 transition was in the works (it even says so in the first few pages).

Those changes that were made to monsters were rarely so significant that the classes can't be easily modifed (Rakshasa being a notable exception).

Homebrew is always an option.
