Copying or stealing features from enemy classes

Is there any class or race like this? I'm sure I once saw a class have something like "Steal Class Feature" or something, but I cannot remember what.

Also, not looking for spellthieves or hellbreakers.

There's a spell in the spell compendium that lets you cast a spell you just saw someone else cast.

The most hardcore version of what you're talking about is definitely the Illithid Savant from Savage Species. It gets to steal class features and things from creatures whose brains it eats. The illithid gains skill ranks, feats, class features, and even special attacks or special qualities this way. One of the most popular theoretical uses is to eat a high level druid's brain to obtain Wild Shape.
