Why is it a catch-22?

Well, first, Harlequin Style.

Seriously, with your defenses, Brash Assault becomes crazy powerful.

Second, Paladin Multimarking and a battery of Immediate Interrupts to protect yourself and your allies make not only them harder to kill, it allows for them to even be missed in some cases, most of the time, with an attack of their own!

Last but not least, high initiative for the whole party, the ability to give an ally a save with a huge bonus and some nice healing, together with buffs to take over an encounter before the enemies' turns have barely started make him a great Leader.

At level 14, it truly shines when it picks up Hero's Poise.

Suddenly, you're shaving off effects left and right, making your defending/leading that more powerful.

Yeah, basically it.
