The Swift [Noun] line of feat for Scout multiclassers is rather well known... How about I add to it?
Mostly because it'll give me a go to for fiddling with the savant and because the idea won't leave my head.

First post is going to be Swift [Noun] feats, Second a class based around the idea so you don't need to actually dip and you have feats, and third a just in case one.

Swift Guide
Prerequisite
Skirmish +1d6/+1 AC, Skill Assistance 5ft
Benefit
Your savant and scout levels stack for the purpose of determining the extra damage and bonus to Armor Class granted when skirmishing. For example, a 4th-level scout/7th-level barbarian would deal an extra 3d6 points of damage and gain a +3 competence bonus to AC when skirmishing, as if she were an 11th-level scout. In addition, your scout levels stack with your savant levels for the purpose of Skill assistance and Academic Lore.
Special
A scout can select Swift Guide as one of her scout bonus feats (Complete Adventurer 13).

Swift Rager
Prerequisite
Skirmish +1d6/+1 AC, Rage 1/Day
Benefit
Your savant and scout levels stack for the purpose of determining the extra damage and bonus to Armor Class granted when skirmishing. For example, a 4th-level scout/7th-level barbarian would deal an extra 3d6 points of damage and gain a +3 competence bonus to AC when skirmishing, as if she were an 11th-level scout. In addition, your scout levels stack with your barbarian levels for the Rage barbarian class feature, and you gain +1 HP/Level of Scout.

A scout can select Swift Guide as one of her scout bonus feats (Complete Adventurer 13).

Swift Traucer
Prerequisite
Skirmish +1d6/+1 AC, Hustle or Psionic Lions Charge power.
Benefit
Your psychic warrior and scout levels stack for the purpose of determining the extra damage and bonus to Armor Class granted when skirmishing. For example, a 4th-level scout/7th-level psychic warrior would deal an extra 3d6 points of damage and gain a +3 competence bonus to AC when skirmishing, as if she were an 11th-level scout. In addition, your scout levels stack with your psychic warrior levels for the purposes power points, and it costs 1 less power point to manifest Hustle and Psionic Lions Charge.

Swift Bargainer
Prerequisite
Skirmish +1d6/+1 AC, Soul binding
Benefit
Your Binder and Scout levels stack for the purpose of determining the extra damage and bonus to Armor Class granted when skirmishing. For example, a 4th-level scout/7th-level binder would deal an extra 3d6 points of damage and gain a +3 competence bonus to AC when skirmishing, as if she were an 11th-level scout. In addition, your scout levels stack with your binder levels for the pact augmentation class feature, and for your Effective Binder Level.
Special
A scout can select Swift Guide as one of her scout bonus feats (Complete Adventurer 13).

Scout Master
Prerequisite:
Skirmish 3d6/+3AC, 2 Swift [Noun] feats.
Benefit:
Add 1/3 of all class levels affected by a Swift [Noun] feat to your scout levels for determining all your scout class features except skirmish, which is effected as normal, as well as all the bonuses from Swift [Noun] feats.

A scout can select Swift Guide as one of her scout bonus feats (Complete Adventurer 13).

Game Definition
Swift [Noun] feats are any feat which has it's name starting with Swift, and the prerequesite Skirmish 1d6/+1 AC

Note:
Dipping in all those classes would be 9 levels, leaving you at level 12, assuming you then took Scout master at level 13 using you level 4 scout bonus feat, you would then count as a level 7 Scout for all class features but Skirmish, which would be at level 13 [4d6/+3 AC], You would have Knowledge [All] at 8 Ranks, be able to replace 3 skills of all people within 15ft [Suggest Move Silent, Hide + Listen to turn your party into scouts], You would have +7 HP, Rage as a level 7 barbarian, Bind at level 7 with 2 Augmentations, Manifest two movement powers for 2 points [at 1 through gear] while having a base of 15 power points, Have 2d6 SA for fuelling Ambush Feats while having 6d6 to qualify, And you would have 2 Favoured enemies who your SA/Skirmish bypasses their crit immunity... Which will actually get you through most enemies you'll be facing.

Ok, not a great character, but utilising ACF's you'd be able to reliably trigger lots of damage, while having binder abilities and allowing your entire group to act as scouts and maybe some added utility through psychic warrior, though you'd definitely make use of the feats.

If anyone has any suggestions, go ahead, I'll be looking at the class sometime later.
