If i wanted to use the "Hammer Blast" eldritch essence on an eldritch spear. Would i be able to target items that my opponents are wearing? armor, shield, sword ect....

And if i could, how would it work with the attack roll?

Also this goes the same on other attacks like an arrow. could you shoot a sword with an arrow in hopes to break it?

Attacking held/worn objects is covered by the sunder (http://www.d20srd.org/srd/combat/specialAttacks.htm#sunder) rules. Generally, you can only use melee attacks to attack an opponent's shield or weapon (unless you have the Ranged Sunder feat from Complete Warrior), and you can't attack their armor. However, anything else they're carrying should be targetable just fine--it'd use the size modifier of the object and the Dex modifier of the holder, and you'd roll against its AC and apply hardness as normal.

Baleful Utterance would also work if you want to break their stuff, but they'd get a will save to negate it.
