...for a Wizard, who wants to build themselves some sort of home or power base on a generally hostile plane like Limbo, the Nine Hells, the Abyss, etc., to be able to do so?

I'm assuming they'd be able to manage at some point before they're able to create their own planes. For the time being, until they're able to do that, perhaps they want to create a sort of extraplanar lair for themselves on an already existing plane. What do you guys think would be the lowest level where a Wizard could start considering it and feasibly pull this off?

Really depends a lot on the wizard; what sources he has access to, how optimized you want it to be, how nasty the DM is being, etc.

As an off the cuff guesstimate, level 10ish probably.

I'd say a reasonably optimized wizard; nothing super crazy or anything, but perhaps it's at least a competent Conjuration specialist wizard. As far as sources go, they'd probably be allowed the typical sources, barring Dragon Magazine stuff and so forth.

The DM would definitely be the X factor. I'd assume a pretty calm DM; one who won't just throw a million demons/devils at the wizard right when Plane Shift is cast. Undertaking such an operation would certainly depend on the DM though.

Whats your alignment? If you just want a home, why not make it on a more friendly plane? Are you alone?

The wizard in question is CN to the core, and would likely be building his hideaway somewhere in Limbo. He'd choose that plane as opposed to others so that he can revel in the beauty of the roiling chaos, and because he knows that a less-welcoming plane = less likely his foes would want to follow him.

He'd be building his home alone there, so he can have a place he can escape to now and then for study/research/parties/etc. Especially from that blasted, overbearing paladin in the group!
