As the title says: Does the Life Oracles mystery "Enhanced Cures" enhance cures made by wands? Basically, is a wand considered "casting a cure spell"?

No, it is using a magic item. (Technically activating a spell trigger.) The spell is already cast during the creation of the magic items, non of your class abilities, feats, and caster level have any influence on the spell in the wand. (Unless you have specific abilities that allow to modify a wand, but Enhanced Cures ain't one of those.)

No. Unless they specifically state otherwise, feats and abilities that modify spells you cast only affect actual spellcasting, not using magic items that emulate spellcasting or work like spellcasting.
