Becoming a Lich requires a caster level of 11, but does that require all spells to be cast at that caster level or just any spells? For example there are several feats that increase the caster level of a single spell, several spells, or 1 category of spells. Do these count toward the caster level 11 minimum potentially allowing you to become a lich at level 9/8/7 or even earlier?

You'd have to look at it on a case by case basis. If something says "Your caster level for spells with the [fire] descriptor is increased by 1", that would work, because it's improving you. If it says "Spells you cast with the [fire] descriptor are cast at +1 caster level", it wouldn't, because it's improving your spells, not you.

You can meet prerequisites of item creation feats and similar with spell-like ability caster levels, even if you only get a single spell-like ability usable 1/day. A caster level is a caster level is a caster level, if something doesn't specify what type of caster level is required then any caster level you have can be used.

I think in order, the fastest ways in are Dragonmarked Heir, then Dragonwrought Kobold Sorcerer for PC options.

If you're already a full caster with practiced spellcaster with a Bard with Words of Creation and Inspire Greatness, you could do it at level 7 as your 4 Greatness HD would bump your caster level up to 11. If you somehow got some of the various items that also boost caster level, you could maybe do it by 5th level, but that's pushing it.
