Is there a psionic class you're familiar with that uses a power preparation mechanic in some way, like a Wizard?

Alternatively, is there a prepared partial caster, like a prepared bard?

Homebrew is also okay, as long as it's high-quality homebrew. I'd appreciate all the examples you have.

No psionic prepared casters that I'm aware of in official content.

Mystic Ranger, especially with Sword of the Arcane Order, is a prepared partial caster. There should be some PrCs that are too, though spontaneous casting is far more popular in PrCs that give spells.

The Mystic Ranger variant (from Dragon Magazine #???) transforms the Ranger into a partial caster. The spell list gets updated with extra spells as well as 0th-level spells and 5th-level spells and it has spell casting from level 1 (instead of level 4)

one of the main selling points of the psionics is that they have 'mana' useable over the day, and not tied down into specific spells (or specific ranges of spell such as spontaneous casters having a predetermined number of spells of each level) ... making them prepared casters would close in on being an oxymoron

The closest thing you'll find to a prepared psion is the Erudite Variant (https://www.wizards.com/default.asp?x=dnd/iw/20060406b), which learns powers similar to a wizard, but is limited to manifesting a certain number of different powers in any given day. You'll probably be able to find a million balance concerns with it though, so YMMV.

Alternatively, if you're willing to look at Pathfinder stuff, the Vitalist class (http://www.d20pfsrd.com/psionics-unleashed/classes/vitalist) chooses its powers known each day from its class list, but has a relatively limited list and is a healer class - possibly the best designed published healer class, but still a healer class.

This. The Erudite was basically designed to be the Psion Wizard. In fact, the Spell-to-Power Erudite (http://www.wizards.com/default.asp?x=dnd/psm/20070629a) is the Psion Wizard. But yeah, if you want prepared-casting with a larger pool of powers from which to select, Erudite.

Adding to this, when the Erudite was originally printed in Dragon, it had a much clearer listing of powers per day, having a "powers per day" table very much like what you would see in an arcane or divine spellcaster class. I can't recall if this was instead of in addition to power points.
