The key thing behind him is Spark Form. Spark Form allows you to shift your speed+2 before delivering attacks to everyone you went through.

Using teleport boosters, we teleport 19 squares, dealing 14 damage to an enemy adjacent to us when we started teleporting, and deliver a series of attacks, hoping to get a crit.

If we do, we'll recharge Spark Form, and use it again on our next turn.

If not, we use Furious Bolts and Burning Spray on the same turn, and try to recharge it again. The key point of the build is to recharge Spark Form over and over again so we can repeat the massive amounts of attacks we do.

He also has some added mobility on top, due to being a Monk - he can always use Furious Bull or Heart Sundering Strike, too.

The core premise of this is invalid. When you teleport 19 squares, you...teleport...from the starting square to the ending square, without passing through any squares that may be between them.

Really?

Damnit, I thought I could lay down a line and say that "Okay, I went through here, here and here, so I affect the entire battlefield".

Time to switch the teleport boosters for shift boosters.

It's the kind of thing that an overly generous DM might allow, but theoretical builds (and all level 30 builds are theoretical, since substantially less than 1% of play is at level 30) should generally avoid depending on houserules to function.
