Ok, first of all english isn't my first language and this is the first time I'm posting homebrew here, so expect some grammar-nazi activity in the thread and several poorly worded class features.

I'm trying to focus on the class as a dps, using psionic shot and his ability to change the arrow ability during combat. Trying to balance it so a simple build as Soulknife/Ranger/Soulbow (or similar) can work around Tier 3. Some of the original class features have been reworded/modified, so make sure to read everything, specially mind arrow.

Requirements
Skills: Autohypnosis 8 ranks, Concentration 8 ranks.
Feats: Point Blank Shot, Psionic Shot, Psionic Meditation.
Special: Either have the mind blade class feature or being able to manifest the Call Weapon power.

Hit die: d8
Skill points: 6 + Int

Powers Known: Beginning at 2nd level, a soulbow gains additional power points per day and access to new powers as if she had also gained a level in whatever manifesting class she belonged to before she added the prestige class. She does not, however, gain any other benefit a character of that class would have gained (bonus feats, metapsionic or item creation feats, psicrystal special abilities, and so on). This essentially means that she adds the level of soulbow to the level of whatever manifesting class the character has, then determines power points per day, powers known, and manifester level accordingly.

If a character had more than one manifesting class before she became a soulbow, she must decide to which class she adds the new level of soulbow for the purpose of determining power points per day, powers known, and manifester level.

If the character did not belong to a manifesting class before taking this prestige class, she does not gain manifesting levels.

Seer: You gain the use of a psionic power to help you locate your targets. You can use each one of this powers once a day. If you belonged to a manifesting class before taking this prestige class, you also add this powers to your list of known powers. Your manifester level for using this powers is twice your soulbow level and the saving throw (if any) is 10 + power level + wisdom modifier.

Mind Arrow (Su): As a free action, you can create a semisolid arrow composed of psychic energy distilled from your mind. If your base attack bonus is high enough to grant you multiple attacks, you can create multiple mind arrows as part of an attack. Likewise, any spell, class feature or feat that grants you extra attacks (as "Haste", "Flurry of blows" or "Rapid shot") also allows you to create extra arrows to use the extra attacks. You must have one hand free to create and project a mind arrow.

The bolt is identical in all ways (except visually) to an arrow shot from a composite longbow. For instance, a Medium soulbow materializes an arrow that speeds toward the specified target, and if it hits, deals 1d8 points of damage (crit ×3) plus extra damage equal to the soulbow's Wisdom modifer. Soulbows who are smaller, larger than Medium or that can wield larger weapons (like a Half-Giant and his Powerful Build racial trait), create mind arrows identical to arrows shot from composite longbows appropriate for their size, with a corresponding change to the arrow's damage (see Table 7—4 and Table 7—5 in the Player's Handbook). You gain the usual benefit to your attack roll from a high Dexterity bonus.

Whether a mind arrow hits or misses, it dissipates 1 round after being shot. A mind arrow is considered a magic weapon for the purpose of overcoming damage deduction. A mind arrow can be charged with a psychic strike as if it were a mind blade. If a soulbow has enough soulknife levels to have the knife to the soul ability, that ability also applies to her mind arrows.

You can use feats such as Point Blank Shot or Precise Shot in conjunction with a mind arrow (see bonus feats provided by the class for further guidance). You can also choose mind arrow for feats requiring a specific weapon choice, such as Weapon Specialization. Powers or spells that upgrade weapons can be used on a mind blade. Any feats previously requiring specific weapon choice (such as Weapon Specialization) for your mind blade also apply to your mind arrow, if applicable.

Your mind arrows improve as you gain higher levels. At 2nd level and for every two levels after that, a mind arrow gains a +1 enhancement bonus on attack rolls and damage roll with his mind arrows. These enhancement bonuses stack with previous enhancement bonuses gained earlier for your soulknife class levels.

Even in places where psionic effects do not normally function (such as within a null psionics field), you can attempt to attack foes with mind arrows by making a DC 20 Will save. On a successful save, you can freely produce mind arrows for a number of rounds equal to your class level before you need to check again. On an unsuccessful attempt, you must wait 1 round before trying again while you remain within the psionics-negating effect.

You can also shoot regular arrows with the use of this power. You still add your wisdom to damage but not the enhancement bonuses or any ability that you would normally add to your mind arrows.

Greater Psionic Shot: At 1st level you obtain the feat Greater Psionic Shot even if you don't fullfill the requirements.

Psionic Shot: You deal extra damage when using the Greater Psionic Shot feat. At 1st level, 3rd level and every three levels after that you add a extra d6 yo your psionic shot damage.

Mind Arrow Enhancement (Su): At 3rd level, you can enhance your mind arrows with ranged special abilities. Choose any one of the ranged weapon special abilities that has an enhancement bonus value of +1. From now on, mind arrows you produce as part of an attack possess that special ability.

At every three levels beyond 3rd (6th and 9th), the value of the enhancement you can add to your mind arrow improves to +2 and +3, respectively. You can choose any combination of weapon special abilities that does not exceed the total allowed by your soulbow level.

You can reassign the ability or abilities you have chosen for your mind arrows. To do so, you must expend your psionic focus and take a full-round action concentrating. After that period, all subsequent mind arrows you produce as part of an attack action possess the new ability or abilities selected by you.

The special ability provided by this class feature does not stack with the soulknife's mind blade enhancement ability.

Improved Psionic Meditation: At 4th level, once per round the soulbow can use Psionic Shot without spend his psionic focus.

Phase Arrow (Ps): At 7th level, you can take a full attack action (in lieu of your regular attacks) to expend your psionic focus and launch a mind arrow at a target that you have seen within the last minute. The mind arrow travels to the target in a straight path, passing through any nonmagical or nonpsionic barrier or wall on its way. (A wall of force, wall of fire, wall of ectoplasm, or the like stops a mind arrow.) This ability negates cover and concealment. Resolve this attack as a ranged touch attack.

Perfect Psionic Meditation: At 10th level, the soulbow doesn't have to spend his psionic focus to use Psionic Shot.

Perfect Psionic Meditation: At 10th level, the soulbow can gain his psionic focus with a free action after using it on a Greater Psionic Shot.
1. It isn't likely that a ranger would be tier 3. They have a lot of skills but since they don't have UMD or good social skills the rogue actually has more eclectic choices than the ranger does. The automatic bonus feats are nice but allowing the style to diversify against something you are actually qualifying for gets MAD really quick. Spells do help but they really only complement a couple of avenues in which really can't be taken together and your pet can die really quickly. It may have the workings but it doesn't allow things to work well on its own while being to able to dabble in other things.
2. Increasing damage will not give you a tier 3 outcome. This also doesn't advance or specialize in anything ranger other than an arrow. Tier 3's have a couple of areas of prime expertise while being able to dabble in others in some degree of competency.
3. In a way this is actually weaker. The original actual had language that gave 9/10 BAB progression and the feats help feat starved archery builds. Yes you can get a couple of good shots but archery in 3.X is about a lot of attacks that bypass concealment so the damage isn't used all the time.

Thought a bit about what you said and made a rework. Focusing on it as a mental-fighter.

Requirements don't force you to use soulknife anymore (something painful on the original class). Dropped HD to d8 and ref good save as a secondary fighter to focus on the BaB/Will and more mental skills. Also gave it 1/2 manifesting level so it can keep the utility.

Also reworded the psionic focus class features so instead of making it easier to regain, it just doesn't expend it. This way the psionic focus is still available to change his arrow bonuses and fuel psionic feats.

Build could be something as simple as this:

Psychic Warrior 10/Soulbow 10

BAB: +17/+12/+7/+2
Saves: +10/+6/+10
Powers: 67pp, 15 powers known, 5th level powers
Sneak Attack-Like class feature (9d6) without restrictions. +5/+3 arrows always available, can use full turn to modify them.

I like that a psychic warrior soulbow is a much better archer than a straight psywar, and gets access to powers that his base class can't obtain, but giving up 3-4 bonus feats, ~10 hp, 5 ML, and 65 pp for these class abilities is too steep a price to pay.

There are some mechanical issues here and there. A psychic warrior 5/soulbow x wouldn't have sufficient manifester level to use his remote viewing or true seeing powers when he gains them. Setting manifester level equal to soulbow level also means that the psywar is terrible with these powers even when using their 1/day free uses.

I like that a psychic warrior soulbow is a much better archer than a straight psywar, and gets access to powers that his base class can't obtain, but giving up 3-4 bonus feats, ~10 hp, 5 ML, and 65 pp for these class abilities is too steep a price to pay.

He also gets a better BaB, a precision damage that doesn't really have restrictions and several powers out of his list (like expanded power without the option to take a different feat). I'm trying to keep it a bit conservative to make it fit my game properly, but I don't know, maybe I could put his Ref save back to good to boost it a bit.
