Supernal clarity found unguarded help

It says in tob book that if supernal clarity is found unguarded, you should put it in worthy hands. Anyone got any ideas to unlock the first power? Right now the players only lead is to give it to someone stronger than them and steal it back or to kill something really strong with it.

What did the book mean by worthy hands to unlock the least legacy power ?

Basically, give it to someone with a higher CR, then steal it from them. That's it. Killing something really strong with it doesn't actually accomplish the requirement, which is apparently to recreate the theft of the weapon.


What did the book mean by worthy hands to unlock the least legacy power ?

The RAW would be what it says under Act of Audacity - "a wielder whose Challenge Rating exceeds your character level." Find one of those, then either see that he receives the weapon or outright give it to him.

Then steal it.
