I was just re-reading OOTS for the ump-teenth time when I saw this

In panel 6, V offers to trade Zz'dtri a wish spell for a 3.0 fly spell, V is already at least 17th lvl here! I don't know what this will mean for the order unless I missed a retcon at some point.

Two things

A: that is in Dungeon Crawling Fools, before any sort of long term plot took priority over the joke of the day. Anything from a throwaway joke in that book should be taken with a grain of salt.

B: Whether or not he somehow has a written copy that can be scribed in someone else's spellbook, that does not mean that he is able to actually learn and cast the spell. You should note he also lists a necromancy spell there, which is his other barred school (by process of elimination.)

Vaarsuvius had been flipping through their spellbook earlier, but closed it when suggesting the level-9 spells. I'm pretty sure they were being sarcastic/seeing if there were any spells that Z'zdtri would trade for. V didn't actually have those spells.

At best (worst?) it means that V has those spells in his spell book, maybe on a scroll, not that he can cast them.

If you want to be serious, you could apply Occam's razor.
What's more probable?
V. was a 17th level since the beginning, but never used such power, and even made a pact with the fiends, to avoid using that precious wish.
OR
It was a joke.

More likely that Vaarsuvius was trying to see if there was anything Zz'dtri would trade Fly for. So, it's just a joke. Even if Vaarsuvius does have 9th level spells, they obviously can't use them yet.

On the other hand, if V doesn't have ninth level spells, V cannot cast Programmed Amnesia.

But if Vaarsuvius had access to Programmed Amnesia, wouldn't s/he have used it to erase our memories of discussing whether or not s/he had access to-

I don't know. I'm looking at definitions of "cide" and they don't seem very pleasant. Perhaps it was a misspelling and your idea is correct?
