Can a PC use Spectral Hand and a Bouncing Metamagic Rod on Frostbite to allow Frostbite to potentially target a second creature each turn?

I see nothing in the rules to indicate otherwise, but I don't know if multii-round spells like that still get to benefit from Bouncing.

1-This is the sort of question that the Pathfinder Q&A thread is for. I highly recommend using that thread in future. Mostly because it is checked often, and the people there are an excellent knowledge base for providing answers accurately and promptly.
2-No. Frostbite has an effect with Saving Throw: None. It is ineligible for Bouncing Spell, to my understanding.
Spells that do not offer a save, or have a lesser effect on a successful save, can not be Bounced. Read the two links below for more info.

Bouncing spell works on any spell that doesn't affect its intended target; so for example if you use a ray spell and miss, you can bounce it (the text between parentheses gives examples, it is not an exhaustive list of the ways a spell can fail to affect a target). There is nothing in the feat's description that limits it to only spells with a saving throw.

So yes, I'd say that works. However, it does require two enemies to be simultaneously adjacent to the spectral hand.
